237A.13,
Code
2023,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
1A.
a.
Notwithstanding
subsection
1,
a
3
child
shall
be
automatically
eligible
for
state
child
care
4
assistance
if
the
child’s
parent
is
employed
full-time
as
a
5
child
care
provider
at
a
child
care
facility
or
child
care
home
6
registered
in
the
state
child
care
assistance
program.
7
b.
Subject
to
subsection
5,
the
family
of
an
eligible
8
child
pursuant
to
this
subsection
shall
not
be
required
to
9
make
payments
in
order
to
receive
state
child
care
assistance
10
benefits.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
state
child
care
assistance
eligibility
15
for
children
of
full-time
child
care
providers.
16
The
bill
provides
that
a
child
shall
be
automatically
17
eligible
for
state
child
care
assistance
(CCA)
if
the
child’s
18
parent
is
employed
full-time
as
a
child
care
provider
at
19
a
child
care
facility
or
child
care
home
registered
to
20
provide
child
care
in
the
state
CCA
program.
An
eligible
21
child’s
family
shall
not
be
required
to
make
copayments
in
22
order
to
receive
CCA
benefits,
but
child
care
providers
may
23
still
require
families
to
pay
the
difference
between
the
CCA
24
reimbursement
rate
and
the
rate
the
provider
would
typically
25
charge
a
private-pay
family
for
child
care.
26
The
bill
notwithstands
certain
CCA
eligibility
requirements
27
for
children
in
families
as
described
in
the
bill.
