percent
of
the
amount
each
federal

fiscal

shall
be
distributed
to
the
state’s
accredited

community

health
centers
established

rule.
The
funding

shall
be
used
by
recipients
of
the
funding
for

quarterly
reports
to
the
department
of
health
and
human

services
containing
data
consistent
with
the
performance
6
measures
approved
by
the
federal
substance
abuse
and
mental
7
health
services
administration.

An
amount
not
exceeding

subsection

homeless,

of

human

shall
assure
that
a
