H.F. _____ Section 1. IOWA UTILITIES BOARD REVIEW. The utilities 1 board of the utilities division of the department of commerce 2 shall initiate and coordinate a review of current Iowa Code 3 provisions and ratemaking procedures to determine whether 4 revised provisions and different procedures would be more 5 cost-effective and would result in rates that more accurately 6 reflect a utility’s cost of providing service to its customers 7 in the state. The consumer advocate division of the department 8 of justice, rate-regulated utilities, and other interested 9 persons shall participate in the review. The board may utilize 10 additional services to assist in the coordination of the review 11 and writing of the report. The board shall submit a report 12 with findings and recommendations to the general assembly by 13 January 1, 2024. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to the review by the Iowa utilities 18 board (board) of specified provisions and utility ratemaking 19 procedures. 20 The bill provides that the board shall review current Iowa 21 Code provisions and ratemaking procedures to determine whether 22 revised provisions and different procedures would result in 23 more cost-effective rates that reflect a utility’s cost of 24 providing service to its customers in the state.
