Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate

importance,
takes
effect
upon
enactment.

Sec.
3.
APPLICABILITY.
This
Act
applies
July
1,
2023,
for

school
budget
years
beginning
on
or
after
that
date,
subject
19
to
the
school
budget
year
limitations
of
section
257.11,

subsection
5.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
257.11(5)
establishes
a
list
of
eligible

operational
functions
and
positions
eligible
for
a

supplementary
weighting
for
school
districts
and
area
education

agencies.
Legislation
in
2021
established
a
reduction
in
the

number
of
pupils
assigned
for
certain
functions
and
positions

and
2023

program

end

the

beginning
on
