Each
pupil
participating
in
the
education
savings

account
program
is
required
to
take
all
applicable
state
and

federally
required
student
assessments
and
shall
have
the

option
to
take
all
state-required
assessments,
and
the
results
7
of
those
assessments
shall
be
provided
to
the
pupil’s
parents
8
or
guardians
and
reported
to
the
department
of
education.

Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
10
importance,
takes
effect
upon
enactment.

Sec.
3.
RETROACTIVE
APPLICABILITY.
This
Act
applies
12
retroactively
to
January
24,
2023.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
assessments
required
to
be
administered
17
to
students
participating
in
the
education
savings
account

program.

2023
Iowa
Acts,
House
File
68,
establishes
an
education
20
savings
account
program
for
school
budget
years
beginning
on
or
21
after
July
1,
2023,
for
the
payment
of
qualified
educational
22
expenses
incurred
by
the
parent
or
guardian
of
an
eligible
23
pupil
enrolled
in
a
nonpublic
school.
Under
the
program,
24
pupils
are
required
to
take
all
applicable
state
and
federally
25
required
student
assessments.
The
bill
strikes
the
provision
26
requiring
such
pupils
to
take
student
assessments
required
by
27
the
state.
The
bill
takes
effect
upon
enactment
and
applies
28
retroactively
to
January
24,
2023.
