THOMPSON , INGELS , LATHAM , BOSSMAN , KAUFMANN , HORA , GOLDING , STOLTENBERG , and HAYES A Resolution affirming the State of Iowa’s support for 1 the State of Israel and condemning the Hamas attack 2 on Israel on October 7, 2023. 3 WHEREAS, Hamas was founded with the stated goal of 4 destroying the State of Israel and has been designated 5 by the United States as a terrorist organization; and 6 WHEREAS, the Hamas terrorist organization launched 7 a brutal, highly organized, and unprecedented attack 8 upon the State of Israel and its citizens in the early 9 morning hours of October 7, 2023; and 10 WHEREAS, in the attack, Hamas killed hundreds 11 of innocent civilians and took hundreds of Israeli 12 children, women, elderly, and infirm civilians 13 hostage; and 14 WHEREAS, in the attack, Hamas fired thousands 15 of rockets against Israeli population centers 16 in an attempt to kill untold numbers of innocent 17 civilians; and 18 WHEREAS, the level of logistical sophistication 19 -1- LSB 5220YH (7) 90 sc/jm 1/ 3
H.R. 101 demonstrated in the Hamas terrorism operation provides 1 evidence that Hamas received support and funding from 2 foreign state sponsors of terror, namely Iran; and 3 WHEREAS, the timing of the Hamas terrorism operation 4 to coincide with the Jewish Sabbath and the Jewish 5 holiday of Simchat Torah demonstrates Hamas’ intent to 6 maximize civilian casualties; and 7 WHEREAS, Hamas continues to brazenly locate elements 8 of its terrorist infrastructure in civilian population 9 centers using their own civilians as human shields; NOW 10 THEREFORE, 11 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 12 That the House of Representatives hereby reaffirms 13 its support and unwavering commitment to the welfare, 14 security, and survival of the State of Israel; and 15 BE IT FURTHER RESOLVED, That the House of 16 Representatives recognizes the State of Israel’s right 17 to act decisively and unilaterally in self-defense to 18 protect its citizens and oppose any pressure to enact 19 a ceasefire before the State of Israel has secured its 20 safety; and 21 BE IT FURTHER RESOLVED, That the House of 22 Representatives expresses its support for the State 23 of Israel’s right to pursue, without interference or 24 condemnation, the elimination of Hamas and any other 25 affiliated terrorist groups until Hamas and all such 26 groups are permanently neutralized, and public safety 27 is assured; and 28 BE IT FURTHER RESOLVED, That the House of 29 Representatives conveys its heartfelt condolences 30 -2- LSB 5220YH (7) 90 sc/jm 2/ 3
H.R. 101 to all Israeli victims as well as their families and 1 communities; and 2 BE IT FURTHER RESOLVED, That the House of 3 Representatives calls upon Iowa’s state and local 4 law enforcement agencies to remain vigilant in 5 protecting Israeli Americans and all supporters of 6 the State of Israel from acts of crime and unlawful 7 discrimination; and 8 BE IT FURTHER RESOLVED, That the House of 9 Representatives condemns the Hamas terrorist 10 organization and encourages all other states to 11 recognize the State of Israel’s right to act decisively 12 in self-defense to protect its citizens; and 13 BE IT FURTHER RESOLVED, That the House of 14 Representatives calls upon the United States to provide 15 any assistance required to support the State of Israel 16 in its defense against Hamas and all other terrorist 17 organizations. 18 -3- LSB 5220YH (7) 90 sc/jm 3/ 3
