H.J.R. 5 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article I of the Constitution of the State of Iowa is amended 3 by adding the following new section: 4 Sec. 26. Medical treatment. The right of a person to refuse 5 any medical procedure, treatment, injection, device, vaccine, 6 or prophylactic shall not be questioned or interfered with in 7 any manner. Equality of rights and liberty under the law and 8 in the domain of public accommodations shall not be denied, 9 abridged, or restricted due to the exercise of the right under 10 this section. 11 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 12 amendment to the Constitution of the State of Iowa is referred 13 to the general assembly to be chosen at the next general 14 election for members of the general assembly, and shall be 15 published as provided by law for three consecutive months 16 previous to the date of that election. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This joint resolution proposes an amendment to the 21 Constitution of the State of Iowa relating to medical 22 treatment specifying “The right of a person to refuse any 23 medical procedure, treatment, injection, device, vaccine, or 24 prophylactic shall not be questioned or interfered with in 25 any manner.
