H.J.R. 2003 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article I of the Constitution of the State of Iowa is amended 3 by adding the following new section: 4 Sec. 26. Employee rights. Employees shall have the 5 fundamental right to organize and to bargain collectively 6 through representatives of their own choosing for the purpose 7 of negotiating wages, hours, and other terms and conditions of 8 employment, and to protect their economic welfare and safety 9 at work. No law shall be passed or enforced that interferes 10 with, negates, or diminishes the right of employees to organize 11 and bargain collectively over their wages, hours, and other 12 terms and conditions of employment and economic welfare and 13 workplace safety, including any law or ordinance that prohibits 14 the execution or application of agreements between employers 15 and labor organizations that represent employees requiring 16 membership in an organization as a condition of employment. 17 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 18 amendment to the Constitution of the State of Iowa is referred 19 to the general assembly to be chosen at the next general 20 election for members of the general assembly, and shall be 21 published as provided by law for three consecutive months 22 previous to the date of that election. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This joint resolution proposes an amendment to the 27 Constitution of the State of Iowa relating to employee rights. 28 The joint resolution provides that employees shall have the 29 fundamental right to organize and to bargain collectively 30 through representatives of their own choosing for the purpose 31 of negotiating wages, hours, and other terms and conditions of 32 employment, and to protect their economic welfare and safety 33 at work.
