H.F. 95 Section 1. NEW SECTION . 272.17 Temporary initial license 1 for applicants who complete an alternative teacher certification 2 program. 3 1. The board shall grant a temporary initial teaching 4 license to an applicant who meets all of the following 5 requirements: 6 a. The applicant holds a bachelor’s degree from an 7 accredited college or university. 8 b. The applicant has successfully completed an alternative 9 teacher certification program that includes all of the 10 following: 11 (1) The required content training in the area in which the 12 applicant seeks to be licensed. 13 (2) Pedagogy training, including an examination, that 14 teaches effective instructional delivery, classroom management 15 and organization, assessment, instructional design, and 16 professional learning and leadership. 17 2. An institution of higher education under the control of 18 the state board of regents or an accredited private institution 19 as defined in section 261.9 may provide an alternative teacher 20 certification program and the requirements described in 21 subsection 3 shall not apply to such a program. 22 3. To be considered an alternative teacher certification 23 program for purposes of this section, an alternative teacher 24 certification program that is not provided by an institution 25 of higher education under the control of the state board of 26 regents, or an accredited private institution as defined in 27 section 261.9, shall meet all of the following requirements: 28 a. The alternative teacher certification program must 29 operate in at least five states. 30 b. The alternative teacher certification program must have 31 been in operation for at least five years. 32 4. An individual who successfully completes an alternative 33 teacher certification program and who is granted a temporary 34 initial teaching license by the board under this section is 35 -1- LSB 1063YH (5) 90 jda/jh 1/ 4
H.F. 95 authorized to teach the subjects and grade levels that the 1 individual successfully completed during the alternative 2 teacher certification program. 3 5. The board shall treat an individual who successfully 4 completes an alternative teacher certification program and who 5 is granted a temporary initial teaching license by the board 6 under this section in the same manner as an individual who 7 completes a traditional teacher preparation program and who 8 receives an initial teaching license, including during the 9 process of converting the temporary initial teaching license 10 to a standard teaching license. 11 Sec. 2. Section 272.28, Code 2023, is amended to read as 12 follows: 13 272.28 Licensure beyond a temporary initial license or an 14 initial license. 15 1. Requirements for teacher licensure beyond a temporary 16 initial license or an initial license shall include successful 17 completion of a beginning teacher mentoring and induction 18 program approved by the state board of education pursuant to 19 section 284.5 ; or two years of successful teaching experience 20 in a school district with an approved career paths, leadership 21 roles, and compensation framework or approved comparable system 22 as provided in section 284.15 ; or evidence of not less than 23 three years of successful teaching experience at any of the 24 following: 25 a. An accredited nonpublic school in this state. 26 b. A preschool program approved by the United States 27 department of health and human services. 28 c. Preschool programs at school districts approved to 29 participate in the preschool program under chapter 256C . 30 d. Shared visions programs receiving grants from the child 31 development coordinating council under section 256A.3 . 32 e. Preschool programs receiving moneys from the school 33 ready children grants account of the early childhood Iowa fund 34 created in section 256I.11 . 35 -2- LSB 1063YH (5) 90 jda/jh 2/ 4

A teacher from an accredited nonpublic school or another 1 state or country is exempt from the requirement of subsection 1 2 if the teacher can document three years of successful teaching 3 experience and meet or exceed the requirements contained in 4 rules adopted under this chapter for endorsement and licensure. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill establishes a temporary initial teaching license 9 to be issued by the board of educational examiners (BOEE) to 10 applicants who complete alternative teacher certification 11 programs. 12 The bill requires the BOEE to grant a temporary initial 13 teaching license to an applicant who holds a bachelor’s degree 14 from an accredited college or university and has successfully 15 completed an alternative teacher certification program that 16 includes the required content training in the area in which 17 the applicant seeks to be licensed and pedagogy training that 18 satisfies certain specified requirements. 19 The bill authorizes institutions under the control of the 20 state board of regents and accredited private institutions to 21 provide alternative teacher certification programs. The bill 22 also authorizes other persons to provide alternative teacher 23 certification programs if those programs operate in at least 24 five states and have been in operation for at least five years. 25 The bill provides that an individual who successfully 26 completes an alternative teacher certification program and is 27 granted a temporary initial teaching license by the BOEE is 28 authorized to teach the subjects and grade levels that the 29 individual completed during the program. 30 The bill requires the BOEE to treat an individual who 31 successfully completes an alternative teacher certification 32 program and who is granted a temporary initial teaching license 33 by the BOEE in the same manner as an individual who completes 34 a traditional teacher preparation program and who receives an 35 -3- LSB 1063YH (5) 90 jda/jh 3/ 4
H.F. 95 initial teaching license. 1 Code section 272.28 establishes requirements for teacher 2 licensure beyond an initial license. Pursuant to current 3 Code section 272.28, the requirements for teacher licensure 4 beyond an initial license include successful completion of a 5 beginning teacher mentoring and induction program; two years 6 of successful teaching experience in a school district with 7 an approved career paths, leadership roles, and compensation 8 framework; or evidence of not less than three years of 9 successful teaching experience with certain specified programs. 10 The bill modifies Code section 272.28 to impose these same 11 requirements on individuals attempting to obtain teacher 12 licensure beyond a temporary initial teaching license. 13 -4- LSB 1063YH (5) 90 jda/jh 4/ 4
