H.F. 84 Section 1. Section 266.2, Code 2023, is amended to read as 1 follows: 2 266.2 Courses of study. 3 1. There shall be adopted and taught at said university of 4 science and technology practical courses of study, embracing 5 in their leading branches such as relate to agriculture and 6 mechanic arts, mines and mining, and ceramics, and such other 7 branches as are best calculated to educate thoroughly the 8 agricultural and industrial classes in the several pursuits 9 and professions of life, including military tactics. If a 10 practitioner preparation program as defined in section 272.1 11 is established, it shall include the subject of physical 12 education. 13 2. The university shall offer a course of study that will 14 allow students to obtain an undergraduate degree with a major 15 in soil and water conservation. 16 Sec. 2. IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY —— 17 IMPLEMENTATION OF SOIL AND WATER CONSERVATION DEGREE. Iowa 18 state university of science and technology shall offer a course 19 of study that complies with section 266.2, subsection 2, no 20 later than the fall semester of 2024. 21 Sec. 3. STATE BOARD OF REGENTS —— SOIL AND WATER 22 CONSERVATION ARTICULATION AGREEMENTS. The state board of 23 regents shall revise its statewide articulation agreement with 24 community colleges pursuant to section 262.9, subsection 32, 25 to provide for the seamless transfer of general education and 26 entry-level agronomy and water quality coursework that will 27 count toward the completion of an undergraduate degree with a 28 major in soil and water conservation at Iowa state university 29 of science and technology. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill relates to soil and water conservation courses 34 of study at community colleges and Iowa state university of 35 -1- LSB 1782YH (2) 90 dg/jh 1/ 2
H.F. 84 science and technology (ISU). 1 The bill requires ISU to offer, at a minimum, courses of 2 study that will allow students to obtain an undergraduate 3 degree with a major in soil and water conservation. The bill 4 directs ISU to offer such a course of study no later than the 5 fall semester of 2024. 6 The bill directs the state board of regents to revise its 7 statewide articulation agreement with community colleges to 8 provide for the seamless transfer of general education and 9 entry-level agronomy and water quality coursework that will 10 count toward the completion of an undergraduate degree with a 11 major in soil and water conservation at ISU. 12 -2- LSB 1782YH (2) 90 dg/jh 2/ 2
