necessary
to
facilitate
the

of
clean
energy
programs
in
the
state,
and
shall
submit

quarterly
reports
beginning
September
30,
2023,
to
the
governor

and
members
of
the
general
assembly
regarding
the
feasibility

of
all
of
the
following:

1.
Establishment
of
a
state
clean
energy
bank
to
do
all
of
20
the
following:

a.
Increase
investments
in
clean
energy,
combining
public
22
and
private
financial
resources.

b.
Facilitation
of
utility
bill
financing
of
energy
24
improvements
to
lower
costs
for
consumers
and
create
new
jobs

in
the
energy
sector.

Creation
of
a
strategy
and
plan
to
leverage
energy

storage
in
combination
with
grid
modernization
to
enhance
the

efficiency
and
resiliency
of
the
state’s
electric
system
for

Iowa
energy
users.

Development

incentive

support
projects
on

agricultural
land
that
combine
the
generation

clean

fiscal
year
shall
not
revert
but
shall
remain

available
for
expenditure
for
the
purposes
designated
until
the

close
of
the
succeeding
fiscal
year.

makes

appropriation
to
the
Iowa
economic

authority

assess,

consultation
with
the

and
