H.F. 723 DIVISION I 1 CLEAN ENERGY WORKFORCE PROGRAMS 2 Section 1. IOWA ECONOMIC DEVELOPMENT AUTHORITY. There is 3 appropriated from the Iowa coronavirus fiscal recovery fund 4 created in section 8.57G to the Iowa economic development 5 authority for the fiscal year beginning July 1, 2023, and 6 ending June 30, 2024, the following amount, or so much thereof 7 as is necessary, to be used for the purposes designated: 8 For the assessment of clean energy feasibility in the state: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 200,000 10 The Iowa economic development authority shall assess, in 11 consultation with the department of workforce development, 12 community colleges in the state, and representatives of skilled 13 trade apprenticeship programs in the state, the workforce 14 capacity and job training resources necessary to facilitate the 15 success of clean energy programs in the state, and shall submit 16 quarterly reports beginning September 30, 2023, to the governor 17 and members of the general assembly regarding the feasibility 18 of all of the following: 19 1. Establishment of a state clean energy bank to do all of 20 the following: 21 a. Increase investments in clean energy, combining public 22 and private financial resources. 23 b. Facilitation of utility bill financing of energy 24 improvements to lower costs for consumers and create new jobs 25 in the energy sector. 26 2. Creation of a strategy and plan to leverage energy 27 storage in combination with grid modernization to enhance the 28 efficiency and resiliency of the state’s electric system for 29 Iowa energy users. 30 3. Development of incentive programs to support projects on 31 agricultural land that combine the generation of clean energy 32 with agronomic use of agricultural land by young and beginning 33 farmers. 34 4. Deployment of electric vehicle charging infrastructure 35 -1- LSB 2445YH (7) 90 es/rn 1/ 8
H.F. 723 to make the fueling of zero-emission vehicles possible for all 1 Iowa residents by 2035. 2 5. Creation of a comprehensive, biannual statewide 3 integrated resource planning process to identify and balance 4 future electric needs with the energy resources to meet 5 those needs, to include both supply and demand measures, in 6 collaboration with the Iowa utilities board, the office of 7 consumer advocate, and the clean energy districts of Iowa. 8 6. Evaluation and provision of energy efficiency 9 strategies, practices, incentives, and resources for building 10 owners and other energy users in collaboration with local 11 governments. 12 7. The Iowa economic development authority shall submit a 13 final report by June 30, 2024. 14 8. Notwithstanding section 8.33, moneys appropriated in 15 this section that remain unencumbered or unobligated at the 16 close of the fiscal year shall not revert but shall remain 17 available for expenditure for the purposes designated until the 18 close of the succeeding fiscal year. 19 DIVISION II 20 ENERGY TAX CREDIT PROGRAMS 21 Sec. 2. ENERGY INCENTIVE PROGRAMS —— APPLICATIONS. 22 1. The Iowa economic development authority and the Iowa 23 finance authority, in cooperation with other state agencies, 24 local governments, and other stakeholders, shall apply for and 25 receive moneys, or assist other state agencies in applying for 26 and receiving moneys, available through federal agencies and 27 programs authorized by the federal Inflation Reduction Act 28 of 2022, Pub. L. No. 117-169, or the federal Infrastructure 29 Investment and Jobs Act, Pub. L. No. 117-58, including but not 30 limited to: 31 a. Preventing outages and enhancing the resilience of the 32 electric grid pursuant to the federal Infrastructure Investment 33 and Jobs Act, Pub. L. No. 117-58, section 40101. 34 b. By June 30, 2023, the Iowa economic development authority 7 shall deliver a report to the governor and general assembly 8 regarding any statutory changes and nonfederal financial 9 resources that may be needed to access the available federal 10 funding. 11 Sec. 3. FEDERAL INFLATION REDUCTION ACT OF 2022 —— TECHNICAL 12 INFORMATION AND PROMOTION. The Iowa economic development 13 authority, in cooperation with the department of revenue, 14 department of management, and other state and local agencies, 15 shall promote and provide technical information to potential 16 Iowa beneficiaries of the following tax credit and energy 17 incentive programs enacted, increased, modified, or extended 18 pursuant to the federal Inflation Reduction Act of 2022, Pub. 19 L. No. 117-169: 20 1. The nonbusiness energy property credit, pursuant to the 21 federal Inflation Reduction Act of 2022, Pub. L. No. 117-169, 22 section 13301. 23 2. The residential clean energy credit, pursuant to the 24 federal Inflation Reduction Act of 2022, Pub. L. No. 117-169, 25 section 13302. 26 3. The energy efficient commercial buildings deduction, 27 pursuant to the federal Inflation Reduction Act of 2022, Pub. 28 L. No. 117-169, section 13303. 29 4. The new energy efficient home credit, pursuant to the 30 federal Inflation Reduction Act of 2022, Pub. L. No. 117-169, 31 section 13304. 32 5. H.F. 723 EFFECTIVE DATE 1 Sec. 4. EFFECTIVE DATE. This Act, being deemed of immediate 2 importance, takes effect upon enactment. 3 EXPLANATION 4 The inclusion of this explanation does not constitute agreement with 5 the explanation’s substance by the members of the general assembly. 6 This bill relates to clean energy programs and energy tax 7 programs in the state. 8 Division I of the bill relates to clean energy workforce 9 programs. The bill makes an appropriation to the Iowa economic 10 development authority to assess, in consultation with the 11 department of workforce development, community colleges in the 12 state, and representatives of skilled trade apprenticeship 13 programs, the workforce capacity and job training resources 14 necessary to facilitate the success of clean energy programs. 15 The bill requires the Iowa economic development authority 16 to submit quarterly reports beginning September 30, 2023, 17 to the governor and members of the general assembly, and 18 submit a final report on June 30, 2024. The report shall 19 include feasibility reports on a state clean energy bank, grid 20 modernization and energy storage, agricultural projects for new 21 farmers, electric vehicle charging infrastructure, and creation 22 of energy programs and policies for future planning, building 23 owners, and energy customers. 24 ENERGY TAX CREDIT PROGRAMS. Division II of the bill relates 25 to energy tax credit programs. The bill requires the Iowa 26 economic development authority and Iowa finance authority, in 27 cooperation with other state agencies, local governments, and 28 other stakeholders, to apply for and receive moneys, or assist 29 other state agencies in applying for and receiving moneys 30 available through federal agencies and programs authorized 31 by the federal Inflation Reduction Act of 2022, Pub. L. No. 32 117-169, or the federal Infrastructure Investment and Jobs 33 Act, Pub. L. No. 117-58. The bill requires the Iowa economic 34 development authority to submit a report by June 30, 2023, 35 -7- LSB 2445YH (7) 90 es/rn 7/ 8
