H.F. 716 Section 1. Section 43.91, Code 2023, is amended to read as 1 follows: 2 43.91 Voter at caucus —— qualifications. 3 Any person voting at a precinct caucus must be a person who 4 is or will by the date of the next general election become 5 an eligible elector, who has not already participated in the 6 caucus of any political party within the same year, who has 7 been a member of the political party holding the precinct 8 caucus for seventy days immediately preceding the precinct 9 caucus, who is physically present at the location of the 10 precinct caucus, and who is a resident of the precinct. A list 11 of the names and addresses of each person to whom a ballot was 12 delivered or who was allowed to vote in each precinct caucus 13 shall be prepared by the caucus chairperson and secretary who 14 shall certify such list to the commissioner at the same time 15 as the names of those elected as delegates and party committee 16 members are so certified. 17 Sec. 2. Section 47.7, subsection 3, unnumbered paragraph 1, 18 Code 2023, is amended to read as follows: 19 The state registrar of voters shall may use information from 20 the electronic registration information center other entities 21 to update information in the statewide voter registration 22 system, including but not limited to reports related to any of 23 the following reports : 24 Sec. 3. Section 47.7, subsection 3, paragraph d, Code 2023, 25 is amended to read as follows: 26 d. Deceased persons . 27 Sec. 4. Section 47.7, subsection 3, paragraph e, Code 2023, 28 is amended by striking the paragraph. 29 Sec. 5. Section 48A.38, Code 2023, is amended by adding the 30 following new subsection: 31 NEW SUBSECTION . 4. The registrar may adjust the cost of 32 preparation imposed pursuant to subsection 1 to reflect the 33 costs of processing a credit card payment by an amount not to 34 exceed the cost of processing the credit card payment. 35 -1- LSB 2554HV (2) 90 ss/ns 1/ 2
H.F. 716 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This bill relates to elections. 4 The bill requires a person voting at a precinct caucus to 5 have been a member of the political party holding the caucus 6 for the 70 days immediately preceding the caucus and to be 7 physically present at the location of the precinct caucus. 8 The bill strikes a requirement that the state registrar 9 of voters use information from the electronic registration 10 information center to update information in the statewide 11 voter registration system, including a report of voters that 12 are eligible but unregistered. The bill allows the state 13 registrar of voters to use information from other entities to 14 update information in the statewide voter registration system, 15 including but not limited to reports related to certain subject 16 areas set forth under current law. The bill also allows a 17 county or state registrar of voters to adjust the cost of 18 preparation of a list of registered voters and other election 19 data to reflect the costs of processing a credit card payment. 20 -2- LSB 2554HV (2) 90 ss/ns 2/ 2
