H.F. 590 Section 1. Section 321.34, subsection 11D, paragraph c, 1 subparagraph (2), Code 2023, is amended to read as follows: 2 (2) The treasurer of state shall credit monthly from the 3 statutory allocations fund created under section 321.145, 4 subsection 2 , to the flood mitigation fund created under 5 section 418.10 , the amount of the special fees collected in the 6 previous month for flying our colors plates. This subparagraph 7 is repealed July 1, 2023. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 Under current law, upon application and payment of the 12 proper fees, a person may obtain flying our colors motor 13 vehicle registration plates. The special flying our colors 14 fee is $35 and the additional annual fee is $10. The fees 15 are deposited in the road use tax fund. The treasurer of 16 state is then required to credit monthly, from the statutory 17 allocations fund (SAF) to the flood mitigation fund (FMF), an 18 amount equal to the amount of the fees collected for flying our 19 colors plates. The SAF is established, in part, to transfer 20 and credit available moneys pursuant to Code section 321.34 21 as provided for the various purposes specified for special 22 registration plates. 23 The deposit of moneys from the SAF to the FMF for flying our 24 colors plates is set to be repealed July 1, 2023.
