H.F. 560 Section 1. DEPARTMENT OF EDUCATION —— NONPUBLIC SCHOOL 1 CONCURRENT ENROLLMENT PAYMENTS TO COMMUNITY COLLEGES. 2 1. There is appropriated from the general fund of the state 3 to the department of education for the fiscal year beginning 4 July 1, 2023, and ending June 30, 2024, the following amount, 5 or so much thereof as is necessary, to be used for the purposes 6 designated: 7 For payments to community colleges for the concurrent 8 enrollment of accredited nonpublic school students under 9 section 261E.8, subsection 2, paragraph “b”: 10 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,000,000 11 2. Notwithstanding section 8.33, moneys appropriated in 12 this section that remain unencumbered or unobligated at the 13 close of the fiscal year shall not revert but shall remain 14 available for expenditure until the close of the succeeding 15 fiscal year for support costs associated with the creation 16 of a program to provide additional moneys for resident high 17 school pupils enrolled in grades nine through twelve to attend 18 a community college for college-level classes or attend a 19 class taught by a community college-employed instructor during 20 the summer and outside of the regular school year through a 21 contractual agreement between a community college and a school 22 district under the future ready Iowa initiative. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to the department of education, including 27 the district-to-community college sharing or concurrent 28 enrollment program and the postsecondary summer classes for 29 high school students program. The bill appropriates $2 million 30 from the general fund of the state to the department in FY 31 2023-2024 for purposes of providing payments to community 32 colleges for the concurrent enrollment of accredited nonpublic 33 school students under the district-to-community college sharing 34 or concurrent enrollment program.
