H.F. 534 Section 1. SCHOOL DISTRICT FUNDING SUPPLEMENT —— FISCAL 1 YEAR 2023-2024. 2 1. There is appropriated from the general fund of the state 3 to the department of education for the fiscal year beginning 4 July 1, 2023, and ending June 30, 2024, thirty-six million four 5 hundred eighty-five thousand dollars to make all payments to 6 school districts required under subsection 2. 7 2. a. Moneys appropriated to the department of education 8 under this section shall be used to provide a funding 9 supplement to each school district during the fiscal year 10 beginning July 1, 2023, and ending June 30, 2024. 11 b. Each school district’s funding supplement amount 12 shall be equal to thirty-six million four hundred eighty-five 13 thousand dollars multiplied by the quotient of the school 14 district’s weighted enrollment for the budget year beginning 15 July 1, 2023, and ending June 30, 2024, divided by the 16 statewide total weighted enrollment for the budget year 17 beginning July 1, 2023, and ending June 30, 2024. 18 c. Moneys received by a school district under this section 19 shall be miscellaneous income for purposes of chapter 257 and 20 shall not be included in district cost. 21 d. The school district funding supplement received by a 22 school district under this section may be used for any school 23 general fund purpose 24 3. The payment of funding supplement amounts under this 25 section shall be paid by the department of education at the 26 same time and in the same manner as foundation aid is paid 27 under section 257.16 for the fiscal year beginning July 1, 28 2023, and ending June 30, 2024, and may be included in the 29 monthly payment of state aid under section 257.16, subsection 30 2. 31 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 32 importance, takes effect upon enactment. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -1- LSB 2384YH (4) 90 md/jh 1/ 2

H.F. 534 the explanation’s substance by the members of the general assembly. 1 This bill provides a school district funding supplement for 2 the fiscal year beginning July 1, 2023, and appropriates from 3 the general fund of the state to the department of education 4 for the fiscal year beginning July 1, 2023, and ending June 5 30, 2024, $36.485 million to make all school district funding 6 supplement payments. Each school district’s funding supplement 7 amount shall be equal to the portion of the $36.485 million 8 appropriation that is proportionate to the school district’s 9 weighted enrollment as a percentage of the statewide total 10 weighted enrollment for the budget year beginning July 1, 2023. 11 Such funds received by a school district under the bill may 12 be used for any school general fund purpose. School district 13 funding supplement payments received by a school district shall 14 be miscellaneous income for purposes of Code chapter 257 and 15 shall not be included in district cost. 16 The bill takes effect upon enactment. 17 -2- LSB 2384YH (4) 90 md/jh 2/ 2
