1.
Section
321L.6,
subsection
1,
Code
2023,
is

amended
to
read
as
follows:

1.
a.
The
persons
with
disabilities
parking
sign
shall
3
have
a
blue
background
and
bear
the
international
symbol
of
4
accessibility
in
white.
5
b.
For
an
off-street
public
parking
facility
containing
two
6
or
more
persons
with
disabilities
parking
spaces,
the
entity
7
that
owns
or
leases
the
property
shall
display
the
words
“Van
8
Accessible
Priority
Parking”
on
van-accessible
persons
with
9
disabilities
parking
signs.
10
c.
If
an
entity
who
that
owns
or
leases
real
property
in
a
11
city
is
required
to
provide
persons
with
disabilities
parking
12
spaces,
the
city
shall
provide,
upon
request,
the
signs
for
13
the
entity
at
cost.
If
an
entity
who
that
owns
or
leases
real
14
property
outside
the
corporate
limits
of
a
city
is
required
to
15
provide
persons
with
disabilities
parking
spaces,
the
county
16
in
which
the
property
is
located
shall
provide
the
signs
for
17
the
entity
at
cost
upon
request.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
persons
with
disabilities
parking
signs
22
must
have
a
blue
background
and
bear
the
international
symbol
23
of
accessibility
in
white.
For
an
off-street
public
parking
24
facility
containing
two
or
more
persons
with
disabilities
25
parking
spaces,
this
bill
requires
the
entity
that
owns
or
26
leases
the
property
to
display
the
words
“Van
Accessible
27
Priority
Parking”
on
the
van-accessible
persons
with
28
disabilities
parking
signs.
29
Pursuant
to
the
federal
Americans
with
Disabilities
Act
30
(ADA),
van-accessible
spaces
are
required
to
have
two
signs,
31
mounted
at
least
60
inches
above
the
ground
with
the
first
sign
32
displaying
the
international
symbol
of
accessibility
and
the
33
second
sign
stating
that
the
space
is
van
accessible.
The
ADA
34
requirements
are
not
affected
by
the
bill.
