H.F. 435 Section 1. DEPARTMENT OF AGRICULTURE AND LAND 1 STEWARDSHIP —— DOUBLE UP FOOD BUCKS PROGRAM —— SUPPLEMENTAL 2 APPROPRIATION. There is appropriated from the general fund of 3 the state to the department of agriculture and land stewardship 4 for the fiscal year beginning July 1, 2023, and ending June 5 30, 2024, in addition to any other funding appropriated for 6 such purpose for the same fiscal year, the following amount, 7 or so much thereof as is necessary, to be used for the purposes 8 designated: 9 To provide grants to support the double up food bucks 10 program administered by the Iowa healthiest state initiative 11 to make fresh fruits and vegetables sold at farmers markets, 12 grocery stores, and other participating locations accessible 13 to individuals and families who reside in this state and 14 receive assistance through the federal supplemental nutrition 15 assistance program: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 17 A grant recipient that receives funding pursuant to this 18 section shall provide at least a dollar-for-dollar match of the 19 grant assistance. 20 Notwithstanding section 8.33, moneys appropriated under this 21 section shall not revert at the close of the fiscal year, but 22 shall remain available for the purposes designated. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to the double up food bucks program by 27 making a supplemental appropriation from the general fund of 28 the state to the department of agriculture and land stewardship 29 for fiscal year 2023-2024, in addition to any other funding 30 appropriated for such purpose for the same fiscal year, to 31 provide grants to support the double up food bucks program 32 administered by the Iowa healthiest state initiative to make 33 fresh fruits and vegetables sold at farmers markets, grocery 34 stores, and other participating locations accessible to 35 -1- LSB 2022YH (3) 90 pf/rn 1/ 2
H.F. 435 individuals and families who reside in this state and receive 1 assistance through the supplemental nutrition assistance 2 program. The bill requires a double up food bucks program 3 grant recipient to provide at least a dollar-for-dollar match 4 of the grant assistance.
