FOR
ELIGIBLE
SERVICE
MEMBERS.
There
is
appropriated
from
the
2
opioid
settlement
fund
established
in
section
12.51
to
the
3
Iowa
finance
authority
for
the
fiscal
year
beginning
July
1,
4
2023,
and
ending
June
30,
2024,
the
following
amount,
or
so
5
much
thereof
as
is
necessary,
to
be
used
for
the
purposes
6
designated:

To
provide
grants,
low-interest
loans,
and
loan
guarantees
8
to
veteran-led
nonprofit
organizations:

1.
Amounts
appropriated
pursuant
to
this
section
shall
be

distributed
to
veteran-led
nonprofit
organizations
provided

that
the
organization
meets
all
of
the
following
conditions:

a.
The
funds
will
be
used
to
purchase
land,
construct
14
housing,
or
furnish
housing
for
the
purpose
of
providing
15
transitional
housing
to
homeless
veterans.
16
b.
The
veterans
receiving
transitional
housing
benefits
17
pursuant
to
paragraph
“a”
are
suffering
from
or
are
at
risk
of
18
opioid
or
other
substance
abuse
disorder,
post-traumatic
stress
19
disorder,
or
another
mental
illness
or
life
disruption
as
the
20
Iowa
finance
authority,
in
consultation
with
the
department
21
of
health
and
human
services
and
the
department
of
veterans
22
affairs,
deems
appropriate.

c.
The
funds
are
used
as
a
part
of
a
wraparound
health
24
and
social
services
program
provided
by
or
through
the
25
organization.

2.
Notwithstanding
section
8.33,
moneys
appropriated
in
27
this
section
that
remain
unencumbered
or
unobligated
at
the
28
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
29
available
for
expenditure
for
the
purposes
designated
until
the
30
close
of
the
succeeding
fiscal
year.

members

general

This
bill
relates
to
transitional
housing
for
specified

The
bill
appropriates
$4.3
million
from
the
opioid
2
settlement
fund
to
the
Iowa
finance
authority
(IFA)
for
FY
3
2023-2024
to
provide
grants,
low-interest
loans,
and
loan
4
guarantees
to
veteran-led
nonprofit
organizations
(VNO).

The
bill
makes
the
distribution
of
such
moneys
appropriated
6
to
the
IFA
contingent
on
a
VNO
using
the
funds
to
purchase
7
land,
construct
housing,
or
furnish
housing
for
the
purpose
of
8
providing
transitional
housing
to
homeless
veterans;
ensuring
9
the
veterans
receiving
such
transitional
housing
benefits
are
10
suffering
from
or
are
at
risk
of
opioid
or
other
substance
11
abuse
disorder,
post-traumatic
stress
disorder,
or
another
12
mental
illness
or
life
disruption
as
the
IFA,
in
consultation
13
with
the
department
of
health
and
human
services
and
the
14
department
of
veterans
affairs,
deems
appropriate;
and
that
15
the
funds
are
used
as
a
part
of
a
wraparound
health
and
social
16
services
program
provided
by
or
through
the
VNO.

The
bill
states
that
all
