H.F. 330 Section 1. Section 280.5, Code 2023, is amended to read as 1 follows: 2 280.5 Display of United States flag and Iowa state flag —— 3 pledge of allegiance —— state motto . 4 1. The board of directors of each public school district 5 and the authorities in charge of each nonpublic school shall 6 provide and maintain a suitable flagstaff on each school site 7 under its control, and the United States flag and the Iowa 8 state flag shall be raised on all school days when weather 9 conditions are suitable. 10 2. a. The board of directors of each public school district 11 shall administer the pledge of allegiance in grades one through 12 twelve each school day. Each classroom in which the pledge of 13 allegiance is recited pursuant to this subsection shall display 14 the United States flag during the recitation. A student shall 15 not be compelled against the student’s objections or those of 16 the student’s parent or guardian to recite the pledge. 17 b. After administering the pledge of allegiance, the board 18 of directors of each public school district shall require 19 students enrolled in grades one through twelve to recite the 20 state motto established under section 1A.1. A student shall 21 not be compelled against the student’s objections or those of 22 the student’s parent or guardian to recite the state motto. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill relates to recitation of the state motto in school 27 districts. 28 Current law requires school districts to administer the 29 pledge of allegiance in grades 1 through 12 each school 30 day. The bill provides that, after administering the pledge 31 of allegiance, students enrolled in grades 1 through 12 in 32 school districts are required to recite the state motto, 33 “our liberties we prize, and our rights we will maintain”. 34 Additionally, the bill provides that a student shall not be 35 -1- LSB 2189YH (1) 90 jda/jh 1/ 2
