H.F. 288 Section 1. NEW SECTION . 135.172 Iowa Alzheimer’s and 1 related dementias state plan —— advisory council. 2 1. The department shall establish a multidisciplinary 3 advisory council to develop an Iowa Alzheimer’s and related 4 dementias state plan including an implementation timeline that 5 ensures the state has a coordinated, ongoing, state-specific 6 response to Alzheimer’s and related dementias. The department 7 shall provide administrative support to the council. 8 2. The multidisciplinary advisory council shall include all 9 of the following members: 10 a. The director of health and human services, or the 11 director’s designee. 12 b. The executive director of the Alzheimer’s association, 13 Iowa chapter, or the executive director’s designee. 14 c. The chairperson of the commission on aging, or the 15 chairperson’s designee. 16 d. The executive director of the Iowa association of area 17 agencies on aging, or the executive director’s designee. 18 e. The executive director of the Iowa public health 19 association, or the executive director’s designee. 20 f. The following members appointed by the governor chosen 21 for their expertise or experience in one of the following 22 fields: 23 (1) A provider of residential, health care, or personal care 24 services to persons living with dementia. 25 (2) A social gerontologist or clinical researcher working 26 in an educational or clinical setting with expertise in 27 dementia. 28 (3) An advocate with a nonprofit organization whose role 29 is to improve services for older adults or those living with 30 dementia. 31 (4) A medical professional with an active practice 32 specializing in geriatrics, neurology, or other field closely 33 related to dementia. 34 (5) A caregiver, current or past, for a family member with 35 -1- LSB 1622YH (4) 90 pf/rh 1/ 5
H.F. 288 dementia who has experience navigating health care service 1 options. 2 (6) A person who has been diagnosed with dementia. 3 3. a. The members appointed by the governor shall serve 4 terms of two years. If an appointee resigns or is otherwise 5 unable to complete the appointed term, the governor shall 6 appoint a new member whose expertise or experience satisfies 7 the vacated position. 8 b. The advisory council shall elect a chairperson annually 9 from the membership of the council. The advisory council 10 shall meet at least quarterly and at such additional times as 11 necessary to perform its duties. The advisory council shall 12 also meet on the call of the chairperson. 13 c. The members of the council shall be reimbursed for actual 14 and necessary travel and related expenses incurred in the 15 discharge of official duties. Each member of the council may 16 also be eligible to receive compensation as provided in section 17 7E.6. 18 4. The advisory council shall do all of the following: 19 a. Develop an Iowa Alzheimer’s and related dementias state 20 plan that, at a minimum, addresses the areas of research and 21 data, workforce development and retention, service delivery, 22 public safety, outreach and partnerships, policy, and funding, 23 and that incorporates the work that was funded by a federal 24 Building our Largest Dementia Infrastructure for Alzheimer’s 25 Act grant to build, sustain, and grow public health capacity to 26 address Alzheimer’s, dementia, cognitive health, and dementia 27 caregiving across the state. 28 b. Review and make recommendations regarding progress 29 toward the goals of the state plan and progress in implementing 30 resources and services to serve persons with dementia-related 31 diseases around Iowa in the future. Such review and 32 recommendations shall include but not be limited to the 33 following: 34 (1) Examining current laws, rules and regulations, and 35 -2- LSB 1622YH (4) 90 pf/rh 2/ 5
H.F. 288 policies of the various agencies that interact with services 1 for persons with dementia and making recommendations to improve 2 the navigation of and provision of care services for persons 3 with dementia and their caregivers. 4 (2) Proposing legislative or administrative changes to 5 policies and programs needed for furtherance of the state plan. 6 (3) Examining available state and federal funding and 7 determining how to ensure the most efficient and effective use 8 of available resources to fund the state plan. 9 (4) Locating and assisting departments or partner agencies 10 in applying for new funding sources and new opportunities in 11 furtherance of the goals of the state plan. 12 c. Beginning January 1, 2024, and annually thereafter, 13 submit a report to the governor and the general assembly 14 summarizing, for the prior year, the work of the advisory 15 council, the progress made on implementing the state plan, and 16 any recommendations including any amendments to the state plan. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill relates to Alzheimer’s and related dementias. 21 The bill requires the department of health and human services 22 (HHS) to establish a multidisciplinary advisory council 23 to develop an Iowa Alzheimer’s and related dementias state 24 plan including an implementation timeline that ensures the 25 state has a coordinated, ongoing, state-specific response 26 to Alzheimer’s and related dementias. The department shall 27 provide administrative support to the council. 28 The bill specifies the membership of the multidisciplinary 29 advisory council including all of the following or a designee: 30 the director of HHS, the executive director of the Alzheimer’s 31 association, the chairperson of the commission on aging, 32 the executive director of the Iowa association of area 33 agencies on aging, and the executive director of the Iowa 34 public health association. H.F. 288 also include all of the following appointed by the governor 1 chosen for their expertise or experience in one of the 2 following fields: a provider of residential, health care, 3 or personal care services to persons living with dementia; 4 a social gerontologist or clinical researcher working in an 5 educational or clinical setting with expertise in dementia; an 6 advocate with a nonprofit organization whose role is to improve 7 services for older adults or those living with dementia; a 8 medical professional with an active practice specializing 9 in geriatrics, neurology, or other field closely related to 10 dementia; a caregiver, current or past, for a family member 11 with dementia who has experience navigating health care service 12 options; and a person who has been diagnosed with dementia. 13 The bill provides the details of membership and 14 organization, and for the frequency of meetings of the council. 15 The bill specifies the duties of the council including 16 developing an Iowa Alzheimer’s and related dementias state 17 plan incorporating the work that was funded by a federal 18 Building our Largest Dementia Infrastructure for Alzheimer’s 19 Act grant to build, sustain, and grow public health capacity 20 to address Alzheimer’s, dementia, cognitive health, and 21 dementia caregiving across the state; reviewing and making 22 recommendations regarding progress toward the goals of the 23 state plan and progress in implementing resources and services 24 to serve persons with dementia-related diseases around Iowa 25 in the future, including: examining current laws, rules 26 and regulations, and policies of the various agencies that 27 interact with services for persons with dementia and making 28 recommendations to improve the navigation of and provision of 29 care services for persons with dementia and their caregivers; 30 proposing legislative or administrative changes to policies and 31 programs needed for furtherance of the state plan; examining 32 available state and federal funding and determining how to 33 ensure the most efficient and effective use of available 34 resources to fund the state plan; and locating and assisting 35 -4- LSB 1622YH (4) 90 pf/rh 4/ 5
