Section 21.2, subsection 2, Code 2023, is amended 1 to read as follows: 2 2. “Meeting” means a gathering in person or by electronic 3 means, formal or informal, of a majority of the members of 4 a governmental body where there is deliberation or action 5 upon any matter within the scope of the governmental body’s 6 policy-making duties. Meetings “Meetings” shall not include 7 a gathering of members of a governmental body for purely 8 ministerial or social purposes when there is no discussion of 9 policy or no intent to avoid the purposes of this chapter , or 10 a gathering of members of a governmental body comprised of 11 three members or less hosted by a political party or civic 12 organization . 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill relates to the definition of meeting under the open 17 meetings law (Code chapter 21). 18 The bill amends the definition of a meeting that is subject 19 to the requirements of the open meetings law by narrowing the 20 definition to exclude any functions attended by members of a 21 governmental body comprised of three members or less hosted by 22 a political party or civic organization. 23 -1- LSB 1790YH (3) 90 cm/rh 1/ 1
