1.
NEW
SECTION
.
35A.19
American
legion
auxiliary
1
girls
state
grant
program
——
fund.

1.
An
American
legion
auxiliary
girls
state
grant
program
3
is
established
under
the
administration
and
control
of
the
4
department
to
award
grants
to
young
women
for
attending
the
5
American
legion
auxiliary
girls
state,
for
the
purpose
of
6
increasing
access
to
such
events
for
young
women
and
helping
7
young
women
to
develop
leadership
skills.

2.
An
American
legion
auxiliary
girls
state
grant
fund
is
9
created
within
the
state
treasury
under
the
control
of
the
10
department.
The
fund
shall
consist
of
appropriations
made
11
to
the
fund
and
any
other
moneys
available
to
and
obtained
12
or
accepted
by
the
department
for
deposit
in
the
fund.
All
13
moneys
in
the
fund
are
appropriated
to
the
department
for
14
purposes
of
administering
the
program
and
providing
grants
15
under
the
program.
Notwithstanding
section
8.33,
moneys
in
16
the
fund
that
remain
unencumbered
or
unobligated
at
the
close
17
of
a
fiscal
year
shall
not
revert
but
shall
remain
available
18
for
expenditure
for
the
purposes
designated.
Notwithstanding
19
section
12C.7,
subsection
2,
interest
or
earnings
on
moneys
in
20
the
fund
shall
be
credited
to
the
fund.

3.
In
administering
the
program,
the
department
shall
award
22
grants
to
young
women
for
the
purpose
of
enabling
them
to
23
attend
the
American
legion
auxiliary
girls
state.
24
4.
The
department
shall
adopt,
as
necessary,
application
25
procedures,
forms,
administrative
guidelines,
and
other
rules
26
pursuant
to
chapter
17A
for
purposes
of
implementing
and
27
administering
the
program.

5.
The
department
shall
annually
submit
a
report
to
the
29
general
assembly
and
the
governor
that
includes
the
amount
of
30
moneys
distributed
from
the
fund
and
the
number
of
people
who
31
were
awarded
grants.

30,
2025,
the

amount,

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
an
American
legion
auxiliary
girls
11
state
grant
program
and
associated
grant
fund
under
the
12
administration
of
the
department
of
veterans
affairs
for
the
13
purpose
of
awarding
grants
to
enable
young
women
to
attend
the
14
American
legion
auxiliary
girls
state.
15
The
bill
requires
the
department
to
adopt
application
16
procedures,
forms,
administrative
guidelines,
and
other
rules
17
for
implementing
and
administering
the
program
and
to
submit
18
an
annual
report
to
the
general
assembly
and
the
governor
that
19
includes
information
on
the
amount
of
moneys
distributed
from
20
the
fund
and
the
number
of
people
who
were
awarded
grants.
21
The
bill
also
appropriates
$150,000
for
FY
2024-2025
from
the
22
general
fund
to
the
grant
fund.
