308.1,
subsection
1,
Code
2024,
is

amended
to
read
as
follows:

1.
The
Mississippi
parkway
planning
commission
shall

must
be
composed
of
ten
members
appointed
by
the
governor,

five
members
to
be
appointed
for
two-year
terms
beginning
5
July
1,
1959,
and
five
members
to
be
appointed
including
one
6
member
each
from
Allamakee
county,
Clayton
county,
Clinton
7
county,
Des
Moines
county,
Dubuque
county,
Jackson
county,
Lee
8
county,
Louisa
county,
Muscatine
county,
and
Scott
county,
9
for
four-year
terms
beginning
July
1,
1959
.
In
addition
to
10
the
above
members
there
shall
must
be
seven
four
advisory
ex

officio
members
who
shall
be
as
follows:

a.
One
member
from
the
state
department
of
transportation
13
commission
.

b.
One
member
from
the
natural
resource
commission.

c.
One
member
from
the
state
soil
conservation
and
water

quality
committee.
One
member
from
the
economic
development

authority,
whose
primary
responsibility
includes
tourism
under

section
15.108,
subsection
5.

d.
One
member
from
the
state
historical
society
of
Iowa.

One
member
from
the
faculty
of
the
landscape

of
the
Iowa
state

of

Section
308.1,
Code
2024,
is
amended
by
adding
the

following
new
subsections:

NEW
SUBSECTION
.
1A.
The
planning
commission
shall
submit
a
28
report
regarding
the
economic
impact
of
the
great
river
road
29
on
this
state
on
or
before
December
15
each
year
to
the
general
30
assembly
and
to
the
governor.
31
NEW
SUBSECTION
.
1B.
The
planning
commission
may
establish
a
32
technical
committee
to
advise
the
commission.
If
established,
33
members
of
the
committee
must
include
at
least
one
person
34
each
from
the
departments
of
transportation
and
agriculture

land
stewardship,
from
the
consumer
protection
division

of
the
office
of
the
attorney
general,
and
from
the
economic

development
authority,
designated
by
the
applicable
head
of
the

The
commission
may
request
any
other
state
agency
to

designate
an
employee
to
serve
on
the
committee.

inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
the
Mississippi
parkway
planning
9
commission
(MPPC)
is
composed
of
10
members
appointed
by
the
10
governor.
This
bill
requires
the
10
members
to
each
reside
in
11
a
different
county
adjacent
to
the
Mississippi
river
in
Iowa.

Current
law
requires
seven
advisory
ex
officio
members
13
to
serve
on
the
MPPC,
one
each
from
the
state
transportation
14
commission,
the
natural
resource
commission,
the
state
15
soil
conservation
and
water
quality
committee,
the
state
16
historical
society
of
Iowa,
the
faculty
of
the
landscape
17
architectural
division
of
the
Iowa
state
university
of
science
18
and
technology,
the
economic
development
authority,
and
19
the
environmental
protection
commission.
The
bill
requires
20
four
advisory
ex
officio
members,
one
member
each
from
the
21
state
department
of
transportation,
the
natural
resource
22
commission,
the
economic
development
authority,
whose
primary
23
responsibility
includes

and
the
state
historical

society
of
Iowa.

The
bill
requires
the
MPPC

As
used
in
Code
chapter
308,
the
“great
river

road”
means
a
scenic
and
recreational
highway
consisting
of
a

designated
system
of
roads
and
streets
along
the
Mississippi

river
in
Iowa.

The
bill
authorizes
the
MPPC
to
establish
a
technical
33
committee
to
advise
the
MPPC.
If
established,
members
of
34
the
committee
must
include
at
least
one
person
each
from
