1.
NEW
SECTION
.
602.6603A
Court
reporter
equipment
1
program
——
revolving
loan
fund.

1.
A
court
reporter
equipment
program
is
created
and
a
court
3
reporter
equipment
revolving
loan
fund
is
created
in
the
state
4
treasury
under
the
control
of
the
judicial
branch.
The
program
5
and
fund
shall
be
administered
by
the
state
court
administrator
6
of
the
judicial
branch
and
the
fund
shall
include
moneys
7
appropriated
to
the
judicial
branch
by
the
general
assembly
8
for
purposes
of
the
program
and
any
other
moneys
obtained
9
or
accepted
by
the
judicial
branch
for
deposit
in
the
fund.
10
Moneys
in
the
fund
are
appropriated
to
the
judicial
branch
to
11
administer
and
provide
loans
under
the
program.

2.
a.
The
state
court
administrator
may
loan
moneys
in
the
13
fund
to
court
reporters
for
the
purchase
or
update
of
court
14
reporter
machines
or
equipment.
15
b.
Moneys
loaned
under
this
subsection
shall
be
used
by
a
16
court
reporter
to
purchase,
update,
and
maintain
machines
and
17
equipment
required
to
perform
the
court
reporter’s
duties.

3.
A
loan
made
under
this
section
shall
bear
no
interest.
19
4.
Notwithstanding
section
12C.7,
subsection
2,
interest
or
20
earnings
on
moneys
in
the
fund
shall
be
credited
to
the
fund.
21
Notwithstanding
section
8.33,
moneys
in
the
fund
that
remain
22
unencumbered
or
unobligated
at
the
close
of
a
fiscal
year
shall
23
not
revert
to
any
other
fund
but
shall
remain
available
for
the
24
purposes
designated.
25
5.
The
judicial
branch
shall
adopt
rules
pursuant
to
chapter
26
17A
to
administer
this
section.

Sec.
2.
APPROPRIATION
——
COURT
REPORTER
EQUIPMENT
28
PROGRAM.
There
is
appropriated
from
the
general
fund
of
the
29
state
to
the
judicial
branch
for
the
fiscal
year
beginning
July
30
1,
2024,
and
ending
June
30,
2025,
the
following
amount,
or
31
so
much
thereof
as
is
necessary,
to
be
used
for
the
purposes

designated:

in
section
602.6603A,
as
enacted
by
this

This
bill
creates
a
court
reporter
equipment
program

and
associated
revolving
loan
fund
under
the
control
of
the

judicial
branch.
The
state
court
administrator
is
allowed
to

loan
moneys
in
the
fund
to
court
reporters
at
no
interest
to
8
purchase
or
update
court
reporter
machines
or
equipment.
The
9
bill
appropriates
$80,000
to
the
fund.
