H.F. 2468 Section 1. Section 256C.3, subsection 3, paragraph f, Code 1 2024, is amended to read as follows: 2 f. A minimum of ten twenty hours per week of instruction 3 delivered on the skills and knowledge included in the student 4 learning standards developed for the preschool program. 5 Sec. 2. Section 256C.5, subsection 1, paragraphs c and d, 6 Code 2024, are amended to read as follows: 7 c. “Preschool budget enrollment” means the figure that is 8 equal to fifty percent of the actual enrollment of eligible 9 students in the preschool programming provided by a school 10 district approved to participate in the preschool program on 11 October 1 of the base year, or the first Monday in October if 12 October 1 falls on a Saturday or Sunday. 13 d. “Preschool foundation aid” means the product of 14 the regular program state cost per pupil for the budget 15 year multiplied by the school district’s preschool budget 16 enrollment actual enrollment of eligible students in the 17 preschool programming provided by a school district approved to 18 participate in the preschool program on October 1 of the base 19 year, or the first Monday in October if October 1 falls on a 20 Saturday or Sunday . 21 Sec. 3. Section 256C.5, subsection 2, paragraph a, Code 22 2024, is amended to read as follows: 23 a. For the initial school year for which a school district 24 approved to participate in the preschool program receives that 25 approval and implements the preschool program, the funding for 26 the preschool foundation aid payable to that school district 27 shall be paid from the appropriation made for that school year 28 in section 256C.6 , Code 2011, or in another appropriation 29 made for purposes of this chapter . For that school year, the 30 preschool foundation aid payable to the school district is 31 the product of the regular program state cost per pupil for 32 the school year multiplied by sixty percent of the school 33 district’s eligible student enrollment on the date in the 34 school year determined by rule. 35 -1- LSB 5872YH (3) 90 dg/jh 1/ 2
H.F. 2468 EXPLANATION 1 The inclusion of this explanation does not constitute agreement with 2 the explanation’s substance by the members of the general assembly. 3 This bill relates to the statewide voluntary preschool 4 program (SVPP), including minimum hours of instruction and 5 funding. 6 The bill requires each SVPP to offer a minimum of 20 hours 7 of instruction per week to each student. Under current law, 8 SVPPs only need to offer 10 hours of instruction per week to 9 each student. 10 SVPP funding is calculated based on the state cost per pupil 11 multiplied by 50 percent of the actual enrollment of students 12 in the SVPP. The bill changes this calculation to multiply the 13 state cost per pupil by the actual enrollment of students in 14 the SVPP. 15 Under current law, in an SVPP’s initial year, the SVPP’s 16 funding is calculated by multiplying the state cost per pupil 17 by 60 percent of the eligible enrollment of students in the 18 SVPP on a date determined by the department of education (DOE) 19 by rule.
