H.F. 2384 Section 1. Section 466B.46, subsection 3, Code 2024, is 1 amended to read as follows: 2 3. a. Moneys remaining in the fund after the appropriation 3 in paragraph “b” are appropriated to the center and shall be 4 used exclusively by the center to carry out its purpose as 5 described in section 466B.47 . 6 b. (1) Five hundred thousand dollars is appropriated 7 annually from the fund to the IIHR —— hydroscience and 8 engineering within the college of engineering of the university 9 of Iowa for purposes of conducting water quality monitoring and 10 reporting activities. 11 (2) The IIHR —— hydroscience and engineering shall 12 establish and maintain a monitoring station in each United 13 States geological survey hydrologic unit code 10 or larger 14 watershed where a stream merges with the Mississippi river or 15 Missouri river. 16 (3) The IIHR —— hydroscience and engineering shall prepare 17 an annual report and make recommendations to the department of 18 natural resources and the department of agriculture and land 19 stewardship regarding the waters experiencing or at greatest 20 risk of stream degradation or significant impairment and 21 considering those waters as priority watersheds. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill appropriates moneys to the IIHR —— hydroscience 26 and engineering within the college of engineering of the 27 university of Iowa (IIHR —— hydroscience and engineering) for 28 watershed monitoring. 29 The IIHR —— hydroscience and engineering is a center 30 for education, research, and public service focusing on 31 understanding and managing water. The IIHR —— hydroscience 32 and engineering focuses on hydrometeorology, hydrology, 33 hydraulics, geology, hydrogeology, climate change, remote 34 sensing, statistics, physical and computational modeling, 35 -1- LSB 6171YH (3) 90 lh/js 1/ 2
H.F. 2384 hydroinformatics, and resilience and vulnerability. 1 The bill annually appropriates $500,000 from the Iowa 2 nutrient research fund to the IIHR —— hydroscience and 3 engineering for the purpose of monitoring water quality in the 4 state. The IIHR —— hydroscience and engineering shall utilize 5 the funds to create and maintain a monitoring station for each 6 United States geological survey hydrologic unit code (HUC) 10 7 watershed or larger where a stream merges with the Mississippi 8 river or Missouri river. The institute shall be responsible 9 for reporting and preparing recommendations regarding the 10 waters that should be classified as priority watersheds to 11 the department of natural resources and the department of 12 agriculture and land stewardship. 13 -2- LSB 6171YH (3) 90 lh/js 2/ 2
