H.F. 2347 Section 1. Section 256.183, subsection 1, unnumbered 1 paragraph 1, Code 2024, is amended to read as follows: 2 “Accredited private institution” means an institution of 3 higher learning located in Iowa which is operated privately 4 and not controlled or administered by any state agency or 5 any subdivision of the state and which meets the criteria in 6 paragraphs “a” and “b” and all of the criteria in paragraphs “d” 7 through “i” “j” , except that institutions defined in paragraph 8 “c” of this subsection are exempt from the requirements of 9 paragraphs “a” and “b” : 10 Sec. 2. Section 256.183, subsection 1, Code 2024, is amended 11 by adding the following new paragraph: 12 NEW PARAGRAPH . j. Complies with the requirements of 13 section 262.9, subsection 38, related to the development and 14 publication of a report concerning students who have completed 15 a baccalaureate degree program, in the same manner as an 16 institution of higher learning governed by the state board of 17 regents. 18 Sec. 3. Section 256.183, subsection 3, Code 2024, is amended 19 to read as follows: 20 3. “Eligible institution” means an institution of higher 21 learning located in Iowa which is operated privately and 22 not controlled or administered by any state agency or any 23 subdivision of the state, which is not exempt from taxation 24 under section 501(c)(3) of the Internal Revenue Code, and which 25 meets all of the criteria in subsection 1 , paragraphs “d” 26 through “i” “j” , and is a school of barbering and cosmetology 27 arts and sciences licensed under chapter 157 and is accredited 28 by a national accrediting agency recognized by the United 29 States department of education. For the fiscal year beginning 30 July 1, 2017, such a school of barbering and cosmetology arts 31 and sciences shall provide a matching aggregate amount of 32 institutional financial aid equal to at least seventy-five 33 percent of the amount received by the institution’s students 34 for Iowa tuition grant assistance under section 256.191 . H.F. 2347 the fiscal year beginning July 1, 2018, the school of barbering 1 and cosmetology arts and sciences shall provide a matching 2 aggregate amount of institutional financial aid equal to at 3 least eighty-five percent of the amount received in that fiscal 4 year. Commencing with the fiscal year beginning July 1, 2019, 5 and each succeeding fiscal year, the matching aggregate amount 6 of institutional financial aid shall be at least equal to the 7 match provided by eligible institutions under section 261.9, 8 subsection 3 , paragraph “a” , Code 2023. 9 Sec. 4. Section 257.11, subsection 5, paragraph d, Code 10 2024, is amended to read as follows: 11 d. Supplementary weighting pursuant to this subsection 12 shall be available to a school district during the period 13 commencing with the budget year beginning July 1, 2014, through 14 the budget year beginning July 1, 2034. The maximum amount 15 of additional weighting for which a school district shall be 16 eligible in a budget year is twenty-one additional pupils ; 17 provided, however, that for budget years beginning on or after 18 July 1, 2024, the supplementary weighting assigned for a shared 19 operational function in the area of a college and career 20 transition counselor or coordinator shall not count toward this 21 maximum amount . Criteria for determining the qualification 22 of operational functions for supplementary weighting shall be 23 determined by the department by rule, through consideration of 24 increased student opportunities. 25 Sec. 5. Section 260C.14, Code 2024, is amended by adding the 26 following new subsection: 27 NEW SUBSECTION . 25. a. Develop and publish on the 28 community college’s internet site a report related to students 29 who have completed an associate’s degree program, or any 30 program that leads to a postsecondary certificate or other 31 competency-based credential, at the community college that 32 is consistent with applicable federal and state privacy 33 restrictions, sortable by graduating class and program type, 34 and that includes all of the following information: 35 -2- LSB 6104YH (2) 90 jda/jh 2/ 7
H.F. 2347 (1) The percentage of students who have completed an 1 associate’s degree program after completing any program that 2 leads to a postsecondary certificate or other competency-based 3 credential. 4 (2) The median annual income of students one year, 5 five years, and ten years after completing an associate’s 6 degree program or any program that leads to a postsecondary 7 certificate or other competency-based credential. 8 (3) The median student loan debt of students who have 9 student loan debt and who have completed an associate’s 10 degree program or any program that leads to a postsecondary 11 certificate or other competency-based credential. 12 (4) The ratio of the student loan debt of students who 13 have student loan debt and who have completed an associate’s 14 degree program or any program that leads to a postsecondary 15 certificate or other competency-based credential to the annual 16 gross income of such students. 17 (5) An estimate of the amount of student loan payment 18 students who have student loan debt and who have completed 19 an associate’s degree program or any program that leads to a 20 postsecondary certificate or other competency-based credential 21 are required to make each month and the amount, expressed as a 22 percentage, of such payments related to the students’ monthly 23 gross income. 24 b. Adopt policies and procedures that require the community 25 college to provide students who are in the process of enrolling 26 in the associate’s degree program, or any program that leads 27 to a postsecondary certificate or other competency-based 28 credential, with a link to the report described in paragraph 29 “a” . 30 Sec. 6. NEW SECTION . 279.84 College and career transition 31 counselors or coordinators —— information related to the 32 completion of postsecondary programs. 33 1. The board of directors of each school district shall 34 provide each student enrolled in the school district in 35 -3- LSB 6104YH (2) 90 jda/jh 3/ 7
H.F. 2347 grades eleven and twelve who has expressed an interest in 1 postsecondary education, including in the student’s individual 2 career and academic plan created pursuant to section 279.61, 3 with all of the following: 4 a. The most recent copy of the report published by the state 5 board of regents pursuant to section 262.9, subsection 38. 6 b. A compilation of the most recent copies of all reports 7 published by community colleges pursuant to section 260C.14, 8 subsection 25. 9 c. A compilation of the most recent copies of all reports 10 published by accredited private institutions and eligible 11 institutions pursuant to section 256.183, subsection 1, 12 paragraph “j” . 13 2. If the school district employs a college and career 14 transition counselor or coordinator, the college and career 15 transition counselor or coordinator shall be responsible for 16 providing the information described in subsection 1. 17 3. For purposes of this section: 18 a. “Accredited private institution” means the same as 19 defined in section 256.183. 20 b. “College and career transition counselor or coordinator” 21 means a licensed school counselor or an appropriately trained 22 individual responsible for providing direct services to 23 students, parents, families, schools, and postsecondary 24 institutions to support college preparation and postsecondary 25 success, such as college preparation, financial aid processing, 26 and transition to postsecondary institution enrollment. 27 c. “Eligible institution” means the same as defined in 28 section 256.183. 29 Sec. 7. STATE MANDATE FUNDING SPECIFIED. In accordance 30 with section 25B.2, subsection 3, the state cost of requiring 31 compliance with any state mandate included in this Act shall 32 be paid by a school district from state school foundation aid 33 received by the school district under section 257.16. This 34 specification of the payment of the state cost shall be deemed 35 -4- LSB 6104YH (2) 90 jda/jh 4/ 7
H.F. 2347 to meet all of the state funding-related requirements of 1 section 25B.2, subsection 3, and no additional state funding 2 shall be necessary for the full implementation of this Act 3 by and enforcement of this Act against all affected school 4 districts. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill relates to education, including by requiring 9 community colleges and certain private institutions of higher 10 education to publish information related to the average income 11 and student debt of graduates, requiring school districts to 12 provide students enrolled in grades 11 and 12 with information 13 related to the average income and student debt of graduates 14 of postsecondary institutions in the state, and modifying 15 provisions related to supplementary weighting. 16 The bill requires accredited private institutions and 17 eligible institutions, as each is defined in Code section 18 256.183 (Iowa tuition grants program), as a condition of 19 participation in the Iowa tuition grants program, to develop 20 and publish a report concerning students who have completed 21 a baccalaureate degree program at the institution. The bill 22 establishes what information the report is required to include, 23 which includes information related to the income and student 24 loan debt of students who have completed the baccalaureate 25 degree program. The bill also requires community colleges to 26 develop and publish a similar report related to the income and 27 student loan debt of students who have completed an associate’s 28 degree program, or any program that leads to a postsecondary 29 certificate or other competency-based credential, offered by 30 the community college. The bill provides that each school 31 district is required to provide to each student in grades 32 11 and 12 who has expressed an interest in postsecondary 33 education with compilations of the reports prepared by the 34 accredited private institutions, eligible institutions, and 35 -5- LSB 6104YH (2) 90 jda/jh 5/ 7
H.F. 2347 community colleges, and with a copy of a comparable report 1 prepared by the state board of regents that relates to 2 institutions of higher education under the control of the state 3 board of regents. The bill establishes that, if the school 4 district employs a college and career transition counselor or 5 coordinator, such counselor or coordinator is responsible for 6 providing copies of these reports and compilations of reports. 7 The bill defines “college and career transition counselor 8 or coordinator” to mean a licensed school counselor or an 9 appropriately trained individual responsible for providing 10 direct services to students, parents, families, schools, and 11 postsecondary institutions to support college preparation and 12 postsecondary success, such as college preparation, financial 13 aid processing, and transition to postsecondary institution 14 enrollment. 15 Current law provides that a school district that shares 16 with a political subdivision one or more operational functions 17 in certain specified areas for at least 20 percent of the 18 school year shall be assigned a supplementary weighting 19 for each shared operational function. The purpose of the 20 supplementary weighting is to provide additional funding to 21 increase student opportunities and redirect more resources 22 to student programming for school districts. Under current 23 law, the supplementary weighting associated with a college and 24 career transition counselor or coordinator is two pupils for 25 the school budget years beginning on or after July 1, 2022, 26 but before July 1, 2035. In addition, under current law the 27 maximum amount of additional weighting for which a school 28 district is eligible in a budget year is 21 additional pupils. 29 The bill provides that the supplementary weighting associated 30 with a shared operational function in the area of a college 31 and career transition counselor or coordinator shall not count 32 toward the maximum amount of additional weighting for budget 33 years beginning on or after July 1, 2024. 34 The bill may include a state mandate as defined in Code 35 -6- LSB 6104YH (2) 90 jda/jh 6/ 7
H.F. 2347 section 25B.3. The bill requires that the state cost of 1 any state mandate included in the bill be paid by a school 2 district from state school foundation aid received by the 3 school district under Code section 257.16. The specification 4 is deemed to constitute state compliance with any state mandate 5 funding-related requirements of Code section 25B.2. The 6 inclusion of this specification is intended to reinstate the 7 requirement of political subdivisions to comply with any state 8 mandates included in the bill. 9 -7- LSB 6104YH (2) 90 jda/jh 7/ 7
