H.F. 234 Section 1. Section 257.10, subsection 12, paragraph d, Code 1 2023, is amended to read as follows: 2 d. For the budget year beginning July 1, 2014, and 3 succeeding budget years, the use of the funds calculated under 4 this subsection shall comply with the requirements of chapter 5 284 and shall be distributed to teachers pursuant to section 6 284.15 . The funds shall be used only to increase the payment 7 for a teacher assigned to a leadership role pursuant to a 8 framework or comparable system approved pursuant to section 9 284.15 ; to increase the percentages of teachers assigned to 10 leadership roles; to increase the minimum teacher starting 11 salary to thirty-three thousand five hundred dollars the 12 amount provided in section 284.15, subsection 2, paragraph 13 “a” , subparagraph (1) ; to cover the costs for the time mentor 14 and lead teachers are not providing instruction to students 15 in a classroom; for coverage of a classroom when an initial 16 or career teacher is observing or co-teaching with a teacher 17 assigned to a leadership role; for professional development 18 time to learn best practices associated with the career 19 pathways leadership process; and for other costs associated 20 with a framework or comparable system approved by the 21 department of education under section 284.15 with the goals of 22 improving instruction and elevating the quality of teaching and 23 student learning. If all requirements for the school district 24 for the use of funds calculated under this subsection are met 25 and funds received under this subsection remain unexpended and 26 unobligated at the end of a fiscal year beginning on or after 27 July 1, 2020, the school district may transfer all or a portion 28 of such unexpended and unobligated funds for deposit in the 29 school district’s flexibility account established under section 30 298A.2, subsection 2 . 31 Sec. 2. Section 284.15, subsection 2, paragraph a, 32 subparagraph (1), Code 2023, is amended to read as follows: 33 (1) The salary for an initial teacher who has successfully 34 completed an approved practitioner preparation program 35 -1- LSB 2108YH (2) 90 jda/jh 1/ 2
H.F. 234 as defined in section 272.1 or holds an initial or intern 1 teacher license issued under chapter 272 shall be at least 2 thirty-three forty thousand five hundred dollars, which shall 3 also constitute the minimum salary for an Iowa teacher. 4 Sec. 3. Section 284.16, subsection 1, paragraph a, 5 unnumbered paragraph 1, Code 2023, is amended to read as 6 follows: 7 The beginning teacher shall be paid not less than 8 thirty-three forty thousand five hundred dollars and shall meet 9 the following requirements: 10 Sec. 4. Section 284.17, subsection 1, Code 2023, is amended 11 to read as follows: 12 1. A minimum salary of thirty-three forty thousand five 13 hundred dollars for a full-time teacher. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill relates to the minimum salary for teachers. 18 Currently, Code chapter 284 (teacher compensation) provides 19 that the minimum annual salary for an initial teacher who has 20 successfully completed an approved practitioner preparation 21 program or holds an initial or intern teacher license issued by 22 the board of educational examiners shall be at least $33,500. 23 The bill increases this minimum annual salary to $40,000.
