H.F. 2339 Section 1. IOWA CANCER SURVEILLANCE DATA —— FOCUSED REVIEW 1 —— REPORT —— APPROPRIATION. There is appropriated from the 2 general fund of the state to the department of health and 3 human services for the fiscal year beginning July 1, 2024, and 4 ending June 30, 2025, the following amount, or so much thereof 5 as is necessary, to perform a focused review of Iowa cancer 6 surveillance data: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,000,000 8 The department of health and human services shall 9 collaborate with the Iowa cancer consortium to perform a 10 focused review of the cancer incidence data collected in the 11 state health registry of Iowa/Iowa cancer registry and the 12 2023-2027 Iowa cancer plan to investigate the causality of 13 the increased incidence of cancer in Iowa and to recommend 14 strategies and specific action steps, including policy 15 changes, to guide cancer control activities. The department 16 of health and human services shall use a portion of the 17 moneys appropriated to employ one full-time equivalent 18 position dedicated to the Iowa cancer control program. The 19 department of health and human services shall also utilize a 20 portion of the moneys appropriated, as necessary, to employ 21 or engage staff with expertise in the areas of epidemiology, 22 biostatistics, and other appropriate specialty areas to perform 23 the review and develop the recommendations. The department of 24 health and human services shall submit a report of the findings 25 and recommendations resulting from the focused review to the 26 general assembly by September 1, 2025. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 This bill relates to a focused review of Iowa cancer 31 surveillance data. The bill appropriates $2 million from the 32 general fund of the state to the department of health and 33 human services (HHS) for FY 2024-2025 to perform a focused 34 review of Iowa cancer surveillance data.
