Increasing
rent.
1
1.
A
landlord
shall
not
increase
the
rent
on
any
resident
in
2
a
manufactured
home
community
or
mobile
home
park
unless
all
3
of
the
following
have
occurred:
4
a.
The
landlord
has
provided
notice
at
least
one
hundred
5
eighty
days
in
advance
of
the
rent
increase.
6
b.
The
landlord
has
held
a
public
forum
with
the
residents
7
of
the
community.
8
c.
The
landlord
has
filed
a
justification
report
with
the
9
city
council
or
county
board
of
supervisors
explaining
why
the
10
rate
increase
is
necessary.

2.
If
a
landlord
increases
the
rent
on
a
resident
of
a
12
manufactured
home
community
or
mobile
home
park
by
five
percent
13
or
more,
the
resident
is
allowed
to
terminate
the
lease
without
14
penalty.

EXPLANATION
16
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
17
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
rent
increases
in
manufactured
home
19
communities
and
mobile
home
parks.
The
bill
provides
that
20
a
landlord
of
a
manufactured
home
community
or
mobile
home
21
park
shall
not
increase
the
rent
on
any
resident
unless
the
22
landlord
has
provided
notice
at
least
180
days
in
advance
of
23
the
rent
increase,
held
a
public
forum
with
the
residents
of
24
the
community,
and
filed
a
justification
report
with
the
city
25
council
or
county
board
of
supervisors
explaining
why
the
rate
26
increase
is
necessary.
The
bill
also
provides
that
if
the
27
rent
increase
is
5
percent
or
more,
the
tenant
is
allowed
to
28
terminate
the
lease
without
penalty.
