Section
1.
Section
35A.13,
subsection
5,
Code
2024,
is

amended
by
adding
the
following
new
paragraph:

,
moneys
transferred
under
subsection
5A
to
the
county

commission
of
veteran
affairs
training
program
account
shall
be

expended
as
provided
in
section
35A.16.

Sec.
2.
Section
35A.13,
Code
2024,
is
amended
by
adding
the

following
new
subsection:

.
5A.
For
the
fiscal
year
beginning
July
1,
9
2024,
and
for
each
subsequent
fiscal
year,
there
is
transferred
10
to
the
county
commission
of
veteran
affairs
training
program
11
account
of
the
county
commissions
of
veteran
affairs
fund
12
created
in
section
35A.16,
from
the
moneys
transferred
pursuant
13
to
section
99G.39
from
the
lottery
fund
to
the
veterans
trust
14
fund,
three
hundred
thousand
dollars.

Sec.
3.
Section
35A.16,
subsection
4,
Code
2024,
is
amended
16
to
read
as
follows:

4.
A
county
commission
of
veteran
affairs
training
program
18
account
shall
be
established
within
the
county
commissions
19
of
veteran
affairs
fund.
Any
moneys
remaining
in
the
fund
20
after
the
allocations
under
subsection
3
shall
be
credited
to
21
the
account
and
used
by
are
appropriated
to
the
department
to
22
fund
the
county
commission
of
veteran
affairs
training
program
23
under
section
35A.17
and
training
for
department
personnel.
In
24
addition,
from
the
moneys
transferred
to
the
account
from
the
25
veterans
trust
fund
created
in
section
35A.13,
the
department
26
shall
annually
allocate
three
thousand
dollars
to
each
county
27
commission
of
veteran
affairs,
or
to
each
county
sharing
the
28
services
of
an
executive
director
or
administrator
pursuant
29
to
chapter
28E,
to
be
used
for
national
training
and
related
30
expenses
of
county
veteran
service
officers
and
appropriate
31
staff.

This
bill
transfers
$300,000
per
fiscal
year
of
lottery

moneys
received
by
the
veterans
trust
fund
to
the
county

commission
of
veteran
affairs
training
program
account
of
the

county
commissions
of
veteran
affairs
fund.
Of
the
transferred
4
moneys,
the
bill
requires
the
department
of
veterans
affairs
to
5
allocate
$3,000
to
each
county
commission
of
veteran
affairs
6
for
national
training
and
related
expenses
of
county
veteran
7
service
officers
and
appropriate
staff.
