H.F. 2283 Section 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 1 OBESITY PREVENTION STRATEGIC PLAN —— APPROPRIATION. There 2 is appropriated from the general fund of the state to the 3 department of health and human services for the fiscal year 4 beginning July 1, 2024, and ending June 30, 2025, the following 5 amount, or so much thereof as is necessary, to develop and 6 implement a comprehensive evidence-based strategic plan to 7 reduce the obesity rate in Iowa: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 900,000 9 The department of health and human services shall review 10 existing programs, processes, and data including but not 11 limited to the work of the healthy Iowans partnership including 12 the state health assessment and the state health improvement 13 plan, healthy people 2030, and the Iowa healthiest state 14 initiative, and data from the most recent Iowa behavioral 15 risk factor surveillance system survey, in developing the 16 comprehensive evidence-based strategic plan. The strategic 17 plan shall address the multiple factors that affect the 18 rate of obesity including those related to economic, health, 19 social, and environmental factors; the individual, societal, 20 and economic costs including the effects of obesity on the 21 workforce; and the positive return on investment of obesity 22 prevention efforts. The department shall submit the strategic 23 plan, including policy recommendations and specific action 24 steps for intervention, to the general assembly by September 25 1, 2025. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill appropriates $900,000 from the general fund of 30 the state to the department of health and human services (HHS) 31 for FY 2024-2025 to implement a comprehensive evidence-based 32 strategic plan to reduce the obesity rate in Iowa.
