H.F. 2253 Section 1. Section 479.5, Code 2024, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 6. A pipeline company applying for a permit 3 to supply natural gas in this state shall accept as a condition 4 of its permit that the pipeline company shall maintain a 5 natural gas supply capacity of one hundred twenty percent of 6 the preceding three-year average of natural gas demand. 7 Sec. 2. Section 479A.4, Code 2024, is amended to read as 8 follows: 9 479A.4 Construction inspection and pipeline capacity . 10 1. The board shall supervise pipelines, pipeline companies, 11 and underground storage, and shall inspect the construction, 12 maintenance, and condition of pipelines and underground storage 13 facilities in accordance with section 479A.18 . When inspecting 14 for safety standard compliance, the board shall apply only 15 United States department of transportation safety standards. 16 2. The board shall require a pipeline company utilizing 17 pipelines to ultimately supply natural gas in this state to 18 maintain a natural gas supply capacity of one hundred twenty 19 percent of the preceding three-year average of natural gas 20 demand. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill requires pipeline companies supplying natural gas 25 through a pipeline to maintain a specified natural gas supply 26 capacity. The bill applies to any pipeline supplying natural 27 gas in Iowa. The bill requires a pipeline company applying for 28 a permit to supply natural gas in Iowa or transporting natural 29 gas through Iowa to ultimately supply natural gas in Iowa 30 to maintain a supply capacity of 120 percent of the average 31 natural gas demand of the preceding three years. 32 -1- LSB 5560YH (2) 90 lh/js 1/ 1
