A candidate or candidate’s committee shall not accept 3 contributions of greater than one dollar from a person not 4 living in or incorporated or organized under the laws of this 5 state. 6 2. The general assembly recognizes that persons who are not 7 residents of Iowa have the right to free speech under the first 8 amendment to the Constitution of the United States and may have 9 a passing interest in elections in this state. However, the 10 general assembly finds that it is in the best interest of the 11 residents of Iowa for elections in this state to be influenced 12 and funded by residents of Iowa. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill prohibits a candidate for public office or 17 a candidate’s committee from accepting contributions of 18 greater than $1 from a person not living in or incorporated 19 or organized under the laws of this state. The bill states 20 the general assembly’s recognition that persons who are not 21 residents of Iowa have the right to free speech under the 22 first amendment to the Constitution of the United States and 23 may have a passing interest in elections in Iowa but that the 24 general assembly finds that it is in the best interest of the 25 residents of Iowa for elections in Iowa to be influenced and 26 funded by residents of Iowa. By operation of law, a person 27 who willfully violates a provision of the bill is guilty of a 28 serious misdemeanor.
