Section
1.
Section
272.8,
subsection
1,
Code
2023,
is
1
amended
to
read
as
follows:

1.
a.
The
board
may
issue
a
license
to
an
applicant
from
3
another
state
or
country
if
the
applicant
files
evidence
of
the
4
possession
of
the
required
or
equivalent
requirements
with
the
5
board
,
including
any
of
the
following:
6
(1)
A
full
license
from
another
state
or
country,
which
7
shall
not
include
a
temporary
license
or
an
emergency
license
.
8
(2)
Verification
from
an
institution
located
in
another
9
state
that
the
applicant
has
completed
all
program
and
10
licensure
requirements
with
the
exception
of
any
assessments
11
required
by
the
state.

(3)
Transcripts
indicating
the
applicant
completed
an
13
educator
preparation
program
located
in
another
country.
14
b.
If
the
applicant
is
the
spouse
of
a
military
person
who
15
is
on
duty
or
in
active
state
duty
as
defined
in
section
29A.1,
16
subsections
10
and
12
,
the
board
shall
assign
a
consultant
to
17
be
the
single
point
of
contact
for
the
applicant
regarding
18
nontraditional
licensure.

Sec.
2.
Section
272C.12,
subsection
1,
unnumbered
paragraph

1,
Code
2023,
is
amended
to
read
as
follows:

Notwithstanding
any
other
provision
of
law,
an
occupational
22
or
professional
license,
certificate,
or
registration,
23
including
a
license,
certificate,
or
registration
issued
by
24
the
board
of
educational
examiners,
shall
be
issued
without
25
an
examination
to
a
person
who
has
established
residency
in
26
this
state
or
is
married
to
an
active
duty
member
of
the
27
military
forces
of
the
United
States
and
is
accompanying
the
28
member
on
an
official
permanent
change
of
station
to
a
military
29
installation
located
in
this
state
if
all
of
the
following
30
conditions
are
met:

the
general

This
bill
relates
to
requirements
for
professional
2
licensure,
including
licenses
issued
by
the
board
of
3
educational
examiners
(BOEE)
to
applicants
from
other
states
4
or
countries.
5
Current
law
authorizes
the
BOEE
to
issue
a
license
to
an
6
applicant
from
another
state
or
country
if
the
applicant
files
7
evidence
of
the
possession
of
the
required
or
equivalent
8
requirements
with
the
BOEE.
The
bill
provides
that
such
9
required
or
equivalent
requirements
shall
include
a
full
10
license
from
another
state
or
country,
verification
from
an
11
institution
located
in
another
state
that
the
applicant
has
12
completed
all
program
and
licensure
requirements
except
for
13
state-required
assessments,
and
transcripts
indicating
the
14
applicant
completed
an
educator
preparation
program
located
in
15
another
country.

Current
Code
section
272C.12
requires
that
an
occupational
17
or
professional
license,
certificate,
or
registration
shall
18
be
issued
without
an
examination
to
a
person
if
the
person
19
satisfies
certain
specified
conditions.
One
of
these
20
conditions,
for
licenses
issued
pursuant
to
Code
chapter
103
21
(electricians
and
electrical
contractors)
or
105
(plumbers,
22
mechanical
professionals,
and
contractors),
is
that
the
person
23
has
established
residency
in
this
state
or
is
married
to
an
24
active
duty
member
of
the
military
forces
of
the
United
States
25
and
is
accompanying
the
member
on
an
official
permanent
change
26
of
station
to
a
military
installation
located
in
this
state.
27
The
bill
extends
this
requirement
to
all
licenses
and
makes
a
28
conforming
change.
