H.F. 22 Section 1. Section 600.8, subsection 3, Code 2023, is 1 amended to read as follows: 2 3. The department, an agency, or a certified adoption 3 investigator shall conduct all investigations and reports 4 required under subsection 2 . Payment of the costs of a 5 preplacement investigation and a postplacement investigation 6 under subsection 2 is the responsibility of the department. 7 The department shall adopt rules pursuant to chapter 17A to 8 establish the cap on the costs to be reimbursed for such 9 investigations. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to the payment for the costs of 14 preplacement and postplacement investigations relating to an 15 adoption which may be conducted by the department of health and 16 human services (HHS), a child-placing agency, or a certified 17 adoption investigator. The bill establishes that HHS is 18 responsible for payment of the costs of these preplacement and 19 postplacement investigations.
