H.F. 2154 Section 1. NEW SECTION . 279.84 Report cards. 1 Each semester, or the trimester or quarter equivalent, the 2 board of directors of a school district shall provide the 3 parent or guardian of each student enrolled in the school 4 district with a printed copy of the student’s report card in 5 one of the following ways: 6 1. By mailing the report card to the parent or guardian. 7 2. By providing the report card to the parent or guardian 8 by hand delivery. 9 3. By providing the report card to the student during the 10 school day and directing the student to take the report card 11 home to the student’s parent or guardian. 12 Sec. 2. IMPLEMENTATION OF ACT. Section 25B.2, subsection 13 3, shall not apply to this Act. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires school districts to provide the parent 18 or guardian of each student enrolled in the school district 19 with a printed copy of the student’s report card each semester, 20 or the trimester or quarter equivalent. The bill establishes 21 that school districts may fulfill this requirement either by 22 mailing the report card to the parent or guardian, by providing 23 the report card to the parent or guardian by hand delivery, or 24 by providing the report card to the student and directing the 25 student to take the report card home to the student’s parent 26 or guardian. 27 The bill may include a state mandate as defined in Code 28 section 25B.3. The bill makes inapplicable Code section 29 25B.2, subsection 3, which would relieve a school district 30 from complying with a state mandate if funding for the cost of 31 the state mandate is not provided or specified. Therefore, 32 school districts are required to comply with any state mandate 33 included in the bill. 34 -1- LSB 5049HV (2) 90 jda/jh 1/ 1
