H.F. 2126 Section 1. Section 135.39D, subsection 3, Code 2024, is 1 amended to read as follows: 2 3. All vision screening methods pursuant to subsection 2 , 3 including emerging vision screening technologies, shall be 4 age-appropriate and shall be approved by the department in 5 consultation with leading vision organizations in the state, 6 licensed ophthalmologists, and licensed optometrists. All 7 vision screening methods pursuant to subsection 2 shall include 8 comprehensive testing for convergence insufficiency. For the 9 purposes of this subsection, “convergence insufficiency” means 10 a vision condition that affects near vision and eye muscle 11 coordination and that is characterized by a decreased ability 12 to converge the eyes and maintain binocular fusion while 13 focusing on a near target. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill requires that all vision screening methods 18 utilized in meeting the requirement for a child vision 19 screening shall include comprehensive testing for convergence 20 insufficiency. “Convergence insufficiency” is a vision 21 condition that affects near vision and eye muscle coordination 22 and that is characterized by a decreased ability to converge 23 the eyes and maintain binocular fusion while focusing on a near 24 target. 25 -1- LSB 5932HH (2) 90 pf/ko 1/ 1
