Effect
of
United
Nations
1
actions
——
penalty.

An
act,
regulation,
or
declaration
of
the
United
Nations
3
is
not
binding
on
Iowa.
An
agent
or
officer
of
this
state
4
who
enforces
or
attempts
to
enforce
a
United
Nations
act,
5
regulation,
or
declaration
on
a
person
in
this
state
is
guilty
6
of
a
class
“C”
felony
and
shall
not
be
protected
by
qualified
7
immunity,
including
as
provided
in
chapter
669.

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
actions
of
the
United
Nations
are
not
12
binding
on
Iowa
and
prohibits
an
agent
or
officer
of
this
state
13
from
enforcing
or
attempting
to
enforce
a
United
Nations
act,
14
regulation,
or
declaration
on
a
person
in
this
state.
A
person
15
who
violates
the
bill
commits
a
class
“C”
felony.
A
class
16
“C”
felony
is
punishable
by
confinement
for
no
more
than
10
17
years
and
a
fine
of
at
least
$1,370
but
not
more
than
$13,660.
18
The
bill
also
provides
that
such
a
person
is
not
protected
by
19
qualified
immunity.
