H.F. 2075 Section 1. Section 68A.401, subsection 4, Code 2024, is 1 amended to read as follows: 2 4. Political committees expressly advocating the 3 nomination, election, or defeat of candidates for both 4 federal office and any elected office created by law or the 5 Constitution of the State of Iowa shall file statements and 6 reports with the board in addition to any federal reports 7 required to be filed with the board. However, a political 8 committee that is registered and filing full disclosure 9 reports of all financial activities with the federal election 10 commission may file verified statements as provided in section 11 68A.201A . For the purposes of this subsection, “express 12 advocacy” includes a communication with the name, image, or 13 likeness of a candidate if the communication occurs within 14 ninety days of an election at which the candidate will appear 15 on the ballot. 16 EXPLANATION 17 The inclusion of this explanation does not constitute agreement with 18 the explanation’s substance by the members of the general assembly. 19 This bill relates to the definition of “express advocacy” 20 for the purposes of statements filed with the Iowa ethics and 21 campaign disclosure board.
