H.F. 2060 Section 1. Section 256.11, subsection 5, paragraph f, Code 1 2024, is amended to read as follows: 2 f. Two sequential units of one world language, which 3 may include American sign language. The world language 4 instruction shall not alter the world language to incorporate 5 gender-neutral language if the world language being offered and 6 taught utilizes a grammatical gender system. 7 Sec. 2. Section 256E.7, subsection 2, paragraph g, Code 8 2024, is amended to read as follows: 9 g. Be subject to and comply with the requirements of section 10 256.7, subsection 21 , and the educational standards of section 11 256.11 , unless specifically waived by the state board during 12 the application process ; provided, however, that the state 13 board shall not waive the educational standards established in 14 section 256.11, subsection 5, paragraph “f” , related to the 15 prohibition against incorporating gender-neutral language into 16 world language instruction if the world language being taught 17 utilizes a grammatical gender system . 18 Sec. 3. Section 256F.4, subsection 2, Code 2024, is amended 19 by adding the following new paragraph: 20 NEW PARAGRAPH . p. Be subject to and comply with the 21 requirements of section 256.11, subsection 5, paragraph 22 “f” , relating to the prohibition against incorporating 23 gender-neutral language into world language instruction if 24 the world language being taught utilizes a grammatical gender 25 system in the same manner as a school district. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill modifies provisions related to world language 30 instruction in grades 9 through 12 in school districts, 31 accredited nonpublic schools, charter schools, and innovation 32 zone schools by prohibiting the incorporation of gender-neutral 33 language when the world language being taught utilizes a 34 grammatical gender system. 35 -1- LSB 5686YH (2) 90 jda/jh 1/ 1
