H.F. 2043 Section 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 1 EMERGENCY CHILD CARE ASSISTANCE. 2 1. The department of health and human services shall 3 establish a process and criteria by which an individual who 4 does not qualify for the state child care assistance program 5 established in section 237A.13 may be reimbursed by the 6 department for the number of hours of paid employment the 7 individual missed to provide care to the individual’s child who 8 had a temporary health condition that prevented the child from 9 attending the child care facility or child care home the child 10 normally attends. 11 2. An individual shall only be eligible for reimbursement if 12 the child care facility or child care home the child normally 13 attends is licensed or registered with the department pursuant 14 to chapter 237A. 15 3. For purposes of this section, “child”, “child care 16 facility”, and “child care home” mean the same as defined in 17 chapter 237A. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill requires the department of health and human 22 services (HHS) to establish a process and criteria by which 23 an individual who does not qualify for the state child care 24 assistance program may be reimbursed by HHS for the number of 25 hours of paid employment the individual missed to provide care 26 to the individual’s child who had a temporary health condition 27 that prevented the child from attending the child care facility 28 (facility) or child care home (home) that the child normally 29 attends. 30 The bill requires the facility or home a child normally 31 attends to be licensed or registered with HHS pursuant to 32 Code chapter 237A (child care facilities) in order for the 33 individual to be eligible for reimbursement. 34 The terms “child”, “child care facility”, and “child care 35 -1- LSB 5124YH (2) 90 dg/ko 1/ 2
