H.F. 191 Section 1. Section 331.301, Code 2023, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 22. A county shall not adopt, enforce, 3 or otherwise administer an ordinance, motion, resolution, 4 or amendment that is specific to the breed or physical 5 characteristics of a dog. This subsection does not inhibit 6 the authority of a county to adopt, enforce, or administer an 7 ordinance, motion, resolution, or amendment that applies to all 8 dogs. 9 Sec. 2. Section 364.3, Code 2023, is amended by adding the 10 following new subsection: 11 NEW SUBSECTION . 18. A city shall not adopt, enforce, 12 or otherwise administer an ordinance, motion, resolution, 13 or amendment that is specific to the breed or physical 14 characteristics of a dog. This subsection does not inhibit 15 the authority of a city to adopt, enforce, or administer an 16 ordinance, motion, resolution, or amendment that applies to all 17 dogs. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill prohibits counties and cities from adopting, 22 enforcing, or administering an ordinance, motion, resolution, 23 or amendment specific to the breed or physical characteristics 24 of a dog.
