H.F. 189 Section 1. DENTAL REIMBURSEMENT RATES —— MEDICAID PROGRAM 1 —— APPROPRIATION. There is appropriated from the general fund 2 of the state to the department of health and human services 3 for the fiscal year beginning July 1, 2023, and ending June 4 30, 2024, in addition to any other funds appropriated for the 5 same purpose, the following amount, or so much thereof as is 6 necessary, to be used for the purposes designated: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 31,500,000 8 The funds appropriated in this section shall be used by the 9 department of health and human services to adjust reimbursement 10 rates for providers participating in the dental wellness plan 11 and dental wellness plan kids to provide reimbursement for 12 services at the commercial usual, customary, and reasonable 13 fee rate or at the commercial dental insurance billed charges 14 rate for the service; whichever is higher, in order to maximize 15 dental provider participation in and member access under the 16 dental wellness plan and dental wellness plan kids. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill makes an appropriation from the general fund of 21 the state to the department of health and human services (HHS) 22 for FY 2023-2024, in addition to any other funds appropriated 23 for the same purpose, to be used by HHS to adjust reimbursement 24 rates for providers participating in the dental wellness plan 25 and dental wellness plan kids to provide reimbursement for 26 services at the commercial usual, customary, and reasonable 27 fee rate or at the commercial dental insurance billed charges 28 rate for the service, whichever is higher, in order to maximize 29 dental provider participation in and member access under the 30 dental wellness plan and dental wellness plan kids. 31 -1- LSB 1914YH (5) 90 pf/rn 1/ 1
