H.F. 11 Section 1. Section 262.9, Code 2023, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 39. a. Develop and publish on the board’s 3 internet site a report related to students who have completed 4 a baccalaureate degree program at an institution of higher 5 education governed by the board that is sortable by graduating 6 class, academic major, and institution of higher education and 7 that includes all of the following information: 8 (1) The percentage of students who have completed a master’s 9 or doctorate degree program after completing the baccalaureate 10 degree program. 11 (2) The median annual income of students one year, five 12 years, and ten years after completing the baccalaureate degree 13 program. 14 (3) The median student loan debt of students who have 15 completed the baccalaureate degree program. 16 (4) The ratio of the student loan debt of students who have 17 completed the baccalaureate degree program to the annual gross 18 income of such students. 19 (5) An estimate of the amount of student loan payment 20 students who have completed the baccalaureate degree program 21 are required to make each month and the amount, expressed as a 22 percentage, of such payments related to the students’ monthly 23 gross income. 24 b. Direct the institutions of higher education governed by 25 the board to provide the board with the information necessary 26 to complete and annually update the report described in 27 paragraph “a” . 28 c. Direct the institutions of higher education governed 29 by the board to publish a link to the report described in 30 paragraph “a” on the institution’s internet site. 31 d. Direct the institutions of higher education governed 32 by the board to adopt procedures, subject to the approval of 33 the board, that connect students who are in the process of 34 completing the first year of a baccalaureate degree program at 35 -1- LSB 1483YH (2) 90 jda/jh 1/ 3
H.F. 11 an institution with career planning services, career coaching 1 services, and related services. The procedures shall prohibit 2 a student from registering for classes in the student’s second 3 year of the baccalaureate degree program until all of the 4 following occur: 5 (1) The student registers with the institution’s career 6 center or career services office. 7 (2) The student completes a career readiness training 8 module provided by the institution. 9 (3) The institution’s career center or career services 10 office provides the student with a link to the report described 11 in paragraph “a” . 12 (4) The student provides a written notice to the institution 13 indicating that the student has been provided with the link 14 to the report described in paragraph “a” and, if the student 15 has declared an academic major, the student understands the 16 employment and wage prospects associated with the student’s 17 academic major. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill relates to the responsibilities of the state board 22 of regents and the institutions of higher education governed by 23 the state board of regents, including requiring the board to 24 publish information related to the average income and student 25 debt of students who have completed a baccalaureate program 26 and requiring the institutions to provide the board with 27 information about such students and adopt procedures designed 28 to connect students with career planning services. 29 The bill requires the board to develop and publish on 30 the board’s internet site a report related to students 31 who have completed a baccalaureate degree program at an 32 institution that is sortable by graduating class, academic 33 major, and institution. The bill requires this report to 34 include information related to the percentage of students 35 -2- LSB 1483YH (2) 90 jda/jh 2/ 3
H.F. 11 who have completed a master’s or doctorate degree program 1 after completing the baccalaureate degree program; the median 2 annual income of students after completing the baccalaureate 3 degree program; the median student loan debt of students who 4 have completed the baccalaureate degree program; the ratio 5 of the student loan debt of students who have completed the 6 baccalaureate degree program to the annual gross income of such 7 students; and an estimate of the amount of student loan payment 8 students who have completed the baccalaureate degree program 9 are required to make each month and the amount, expressed as a 10 percentage, of such payments related to the students’ monthly 11 gross income. The bill also requires the board to direct 12 the institutions to provide the board with the information 13 necessary to complete and annually update the report and 14 publish a link to the report on the institution’s internet 15 site. 16 The bill requires the institutions to adopt procedures, 17 subject to the approval of the board, that connect students 18 who are in the process of completing the first year of a 19 baccalaureate degree program with career planning services, 20 career coaching services, and related services. The bill 21 provides that these procedures shall prohibit a student from 22 registering for classes in the student’s second year of the 23 baccalaureate degree program until the student registers with 24 the institution’s career center; the student completes a career 25 readiness training module; the institution’s career center 26 provides the student with a link to the report; and the student 27 provides a written notice to the institution indicating that 28 the student has been provided with the link to the report and, 29 if the student has declared an academic major, the student 30 understands the employment and wage prospects associated with 31 the student’s academic major. 32 -3- LSB 1483YH (2) 90 jda/jh 3/ 3
