H.F. 104 Section 1. NEW SECTION . 256.20 Advanced dyslexia specialist 1 endorsement competitive grant program. 2 1. The department shall develop and administer an advanced 3 dyslexia specialist endorsement competitive grant program 4 to provide grants to teachers licensed under chapter 272 to 5 offset the costs associated with obtaining an advanced dyslexia 6 specialist endorsement issued by the board of educational 7 examiners pursuant to section 272.2, subsection 22. 8 2. The department shall not provide more than twenty-five 9 grants annually under this section unless surplus moneys are 10 available. 11 3. The state board shall adopt rules pursuant to chapter 17A 12 to administer this section, including rules relating to grant 13 application materials, eligibility requirements, and award 14 criteria. 15 4. An advanced dyslexia specialist endorsement competitive 16 grant program fund is established in the state treasury. The 17 fund shall be administered by the department and shall consist 18 of moneys appropriated by the general assembly and other moneys 19 received by the department for deposit in the fund. The moneys 20 in the fund are appropriated to the department for the advanced 21 dyslexia specialist endorsement competitive grant program. 22 Notwithstanding section 8.33, moneys in the fund at the close 23 of the fiscal year shall not revert to the general fund of 24 the state but shall remain available for expenditure for the 25 advanced dyslexia specialist endorsement competitive grant 26 program for subsequent fiscal years. Notwithstanding section 27 12C.7, subsection 2, interest or earnings on moneys in the fund 28 shall be credited to the fund. 29 Sec. 2. DEPARTMENT OF EDUCATION —— ADVANCED DYSLEXIA 30 SPECIALIST ENDORSEMENT COMPETITIVE GRANT PROGRAM. There 31 is appropriated from the general fund of the state to the 32 department of education for the fiscal year beginning July 33 1, 2023, and ending June 30, 2024, the following amount, or 34 so much thereof as is necessary, to be used for the purposes 35 -1- LSB 1481YH (3) 90 jda/jh 1/ 2

The 16 bill appropriates $335,000 from the general fund of the state 17 to the department for FY 2023-2024 for purposes of the program. 18 The bill prohibits the department from providing more than 19 25 grants annually under the program unless surplus moneys are 20 available. The bill requires the state board of education to 21 adopt rules to administer the program.
