services
and

in
their
own
homes.

Of
the
funds
appropriated
in
this
section,
$812,000
shall

be
used
for
the
purposes
of
chapter
231E
and
to
administer
26
the
prevention
of
elder
abuse,
neglect,
and
exploitation

program
pursuant
to
section
231.56A
,
in
accordance
with
the

requirements
of
the
federal
Older
Americans
Act
of
1965,

U.S.C.
§3001
et
seq.,
as
amended.

Of
the
funds
appropriated
in
this
section,

shall

used

fund
continuation
of
the
aging
and
disability

center
lifelong
links
to
provide

the
department

aging,

collaboration
with

department
of
human
services
and
affected
stakeholders,

continue
to
expand
the
pilot
initiative
to
provide

long-term
care
options
counseling
utilizing
support
planning
5
protocols,
to
assist
non-Medicaid
eligible
consumers
who

indicate
a
preference
to
return
to
the
community
and
are
7
deemed
appropriate
for
discharge,
to
return
to
their
community

following
a
nursing
facility
stay.
The
department
on
aging

shall
submit
a
report
regarding
the
outcomes
of
the
pilot

efforts

the
state

local
levels,

commission
on
tobacco
use

prevention
and
control
established
pursuant
to
section
142A.3

advise
the
director
of
public
health
in
prioritizing

funding
needs
and
the
allocation
of
moneys
appropriated
for

the
programs
and
initiatives.
Activities
of
the
programs

and
initiatives
shall
be
in
alignment
with
the
United
States

centers
for
disease
control
and
prevention
best
practices

for
comprehensive
tobacco
control
programs
that
include

the
goals
of
preventing
youth

of
tobacco
usage,

reducing
exposure
to
secondhand
smoke,
and
promotion
of
tobacco

funds
appropriated
in
this
subsection,

shall
be
used
for
problem
gambling
and

substance-related
disorder
prevention,
treatment,
and
recovery

services,
including
a
24-hour
helpline,
public
information

resources,
professional
training,
youth
prevention,
and
program

evaluation.

Of
the
amount
allocated
under
this
paragraph,
$306,000

shall
be
utilized
by
the
department
of
public
health,

collaboration
with
the

single

crisis
hotline

grants
program
as

used

rural
psychiatric
residencies
to
support
the

annual
creation
and
training
of
six
psychiatric
residents
who

will
provide
mental
health
services
in
underserved
areas
of

the
state.
Notwithstanding
section
8.33,
moneys
that
remain

unencumbered
or
unobligated
at
the
close
of
the
fiscal
year

shall
not
revert
but
shall
remain
available
for
expenditure
for

the
purposes
designated

subsequent
fiscal
years.

Of
the
funds

used
for
the
creation
or
continuation
of
a
center
of

excellence
program
to
encourage
innovation
and
collaboration

care
providers

rural
area

regional
community
needs
assessment

transform
health
care
delivery
in
order
to
provide
quality,

sustainable
care
that
meets
the
needs
of
the
local
communities.

applicant
for
the
funds
shall
specify

the
funds

accomplish

goals

the
program
and

detailed
five-year
sustainability
