FARMERS WITH DISABILITIES PROGRAM. 7 1. There is appropriated from the general fund of the state 8 to the department of agriculture and land stewardship for the 9 fiscal year beginning July 1, 2022, and ending June 30, 2023, 10 the following amount, or so much thereof as is necessary, to be 11 used for the purposes designated: 12 For purposes of supporting a program for farmers with 13 disabilities: 14 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 180,000 15 2. The moneys appropriated in subsection 1 shall be used for 16 the public purpose of providing a grant to a national nonprofit 17 organization with over 80 years of experience in assisting 18 children and adults with disabilities and special needs. The 19 moneys shall be used to support a nationally recognized program 20 that began in 1986 and has been replicated in at least 30 other 21 states, but which is not available through any other entity 22 in this state, and that provides assistance to farmers with 23 disabilities in all 99 counties to allow the farmers to remain 24 in their own homes and be gainfully engaged in farming through 25 provision of agricultural worksite and home modification 26 consultations, peer support services, services to families, 27 information and referral, and equipment loan services. 28 3. Notwithstanding section 8.33 , moneys appropriated in 29 this section that remain unencumbered or unobligated at the 30 close of the fiscal year shall not revert but shall remain 31 available for expenditure for the purposes designated until the 32 close of the succeeding fiscal year. 33 Sec. 9. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND. 34 1. There is appropriated from the general fund of the state 35 -4- LSB 5010XG (5) 89 da/tm 4/ 25

Of the amount appropriated to the loess hills 8 development and conservation fund in subsection 1, $360,000 9 shall be allocated to the fund’s hungry canyons account. 10 b. Not more than 10 percent of the moneys allocated to the 11 fund’s hungry canyons account as provided in paragraph “a” may 12 be used for administrative costs. 13 3. a. Of the amount appropriated to the loess hills 14 development and conservation fund in subsection 1, $40,000 15 shall be allocated to the fund’s loess hills alliance account. 16 b. Not more than 10 percent of the moneys allocated to the 17 fund’s loess hills alliance account as provided in paragraph 18 “a” may be used for administrative costs. 19 Sec. 10. SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND. 20 1. There is appropriated from the general fund of the state 21 to the department of agriculture and land stewardship for the 22 fiscal year beginning July 1, 2022, and ending June 30, 2023, 23 the following amount, or so much thereof as is necessary, to be 24 used for the purposes designated: 25 For deposit in the southern Iowa development and 26 conservation fund created pursuant to section 161D.12: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 250,000 28 2. VALUE ADDED AGRICULTURE GRANT PROGRAM. There 7 is appropriated from the general fund of the state to the 8 department of agriculture and land stewardship for the fiscal 9 year beginning July 1, 2022, and ending June 30, 2023, the 10 following amount, or so much thereof as is necessary, to be 11 used for the purposes designated: 12 For the administration and execution of a value added 13 agriculture grant program to identify, evaluate, and support 14 programs and services which add value to agriculture products, 15 enable new technology, and support marketing strategies: 16 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 17 DIVISION II 18 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 19 WATER QUALITY INITIATIVE 20 Sec. 13. WATER QUALITY INITIATIVE —— GENERAL FUND. 21 1. There is appropriated from the general fund of the state 22 to the department of agriculture and land stewardship for the 23 fiscal year beginning July 1, 2022, and ending June 30, 2023, 24 the following amount, or so much thereof as is necessary, to be 25 used for the purposes designated: 26 For deposit in the water quality initiative fund created in 27 section 466B.45 , for purposes of supporting the water quality 28 initiative administered by the division of soil conservation 29 and water quality as provided in section 466B.42 , including 30 salaries, support, maintenance, and miscellaneous purposes: 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 3,000,000 32 2. a. The moneys appropriated in subsection 1 shall be 33 used to support projects in subwatersheds as designated by the 34 division that are part of high-priority watersheds identified 35 -6- LSB 5010XG (5) 89 da/tm 6/ 25
S.F. _____ H.F. _____ by the water resources coordinating council established 1 pursuant to section 466B.3 . 2 b. The moneys appropriated in subsection 1 shall be used to 3 support projects in watersheds generally, including regional 4 watersheds, as designated by the division and high-priority 5 watersheds identified by the water resources coordinating 6 council established pursuant to section 466B.3. 7 3. In supporting projects in subwatersheds and watersheds 8 as provided in subsection 2, all of the following apply: 9 a. The demonstration projects shall utilize water quality 10 practices as described in the Iowa nutrient reduction strategy 11 as defined in section 455B.171 . 12 b. The division shall implement demonstration projects as 13 provided in paragraph “a” by providing for participation by 14 persons who hold a legal interest in agricultural land used in 15 farming. To every extent practical, the division shall provide 16 for collaborative participation by such persons who hold a 17 legal interest in agricultural land located within the same 18 subwatershed. 19 c. The division shall implement a demonstration project on 20 a cost-share basis as determined by the division. However, 21 except for edge-of-field practices, the state’s share of the 22 amount shall not exceed 50 percent of the estimated cost of 23 establishing the practice as determined by the division or 24 50 percent of the actual cost of establishing the practice, 25 whichever is less. 26 d. The demonstration projects shall be used to educate other 27 persons about the feasibility and value of establishing similar 28 water quality practices. The division shall promote field day 29 events for purposes of allowing interested persons to establish 30 water quality practices on their agricultural land. 31 e. The division shall conduct water quality evaluations 32 within supported subwatersheds. Within a reasonable period 33 after accumulating information from such evaluations, the 34 division shall create an aggregated database of water quality 35 -7- LSB 5010XG (5) 89 da/tm 7/ 25

Any information identifying a person holding a 1 legal interest in agricultural land or specific agricultural 2 land shall be a confidential record under section 22.7 . 3 4. The moneys appropriated in subsection 1 shall be used 4 to support education and outreach in a manner that encourages 5 persons who hold a legal interest in agricultural land used for 6 farming to implement water quality practices, including the 7 establishment of such practices in watersheds generally, and 8 not limited to subwatersheds or high-priority watersheds. 9 5. The moneys appropriated in subsection 1 may be used 10 to contract with persons to coordinate the implementation of 11 efforts provided in this section. 12 6. The moneys appropriated in subsection 1 may be used by 13 the department to support urban soil and water conservation 14 efforts, which may include but are not limited to management 15 practices related to bioretention, landscaping, the use of 16 permeable or pervious pavement, and soil quality restoration. 17 The moneys shall be allocated on a cost-share basis as provided 18 in chapter 161A. 19 7. Notwithstanding any other provision of law to the 20 contrary, the department may use moneys appropriated in 21 subsection 1 to carry out the provisions of this section on a 22 cost-share basis in combination with other moneys available to 23 the department from a state or federal source. 24 8. Not more than 10 percent of the moneys appropriated in 25 this section may be used to pay for the costs of administering 26 and implementing the water quality initiative by the 27 department’s division of soil conservation and water quality as 28 provided in section 466B.42 and this section. 29 DIVISION III 30 DEPARTMENT OF NATURAL RESOURCES 31 Sec. 14. GENERAL FUND —— DEPARTMENT. 32 1. There is appropriated from the general fund of the state 33 to the department of natural resources for the fiscal year 34 beginning July 1, 2022, and ending June 30, 2023, the following 35 -8- LSB 5010XG (5) 89 da/tm 8/ 25

STATE FISH AND GAME PROTECTION FUND —— REGULATION 16 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 17 1. There is appropriated from the state fish and game 18 protection fund created pursuant to section 456A.17 to the 19 department of natural resources for the fiscal year beginning 20 July 1, 2022, and ending June 30, 2023, the following amount, 21 or so much thereof as is necessary, to be used for the purposes 22 designated: 23 For purposes of supporting the regulation or advancement of 24 hunting, fishing, or trapping, or the protection, propagation, 25 restoration, management, or harvest of fish or wildlife, 26 including for administration, regulation, law enforcement, and 27 programs; and for salaries, support, maintenance, equipment, 28 and miscellaneous purposes: 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 47,541,987 30 2. Notwithstanding section 455A.10 , the department of 2 natural resources may use the unappropriated balance remaining 3 in the state fish and game protection fund for the fiscal 4 year beginning July 1, 2022, and ending June 30, 2023, as is 5 necessary to fund salary adjustments for departmental employees 6 for which the general assembly has made an operating budget 7 appropriation in subsection 1. 8 Sec. 16. GROUNDWATER PROTECTION FUND —— WATER 9 QUALITY. If by June 30, 2023, Iowa state university of science and 4 technology fails to allocate the moneys appropriated in this 5 section to the college of veterinary medicine in accordance 6 with this section, the moneys appropriated in this section for 7 that fiscal year shall revert to the general fund of the state. 8 Sec. 23. LIVESTOCK DISEASE RESEARCH. 9 1. As a condition of the appropriation made in subsection 12 1, the state university of Iowa shall not reduce the amount 13 allocated to support Iowa’s center for agricultural safety from 14 any other source due to the appropriation made in subsection 1. 15 3. If by June 30, 2023, the state university of Iowa fails 16 to use the moneys appropriated in subsection 1 in accordance 17 with the purposes and conditions of subsections 1 and 2, any 18 unencumbered or unobligated moneys appropriated in subsection 19 1 for the fiscal year beginning July 1, 2022, and ending June 20 30, 2023, shall revert to the general fund of the state. In 21 addition, if moneys are required to be reverted pursuant to 22 section 8.33, the state university of Iowa shall transfer to 23 the general fund of the state from any otherwise unencumbered 24 or unobligated moneys from any other general fund appropriation 25 or from any moneys available from other funding sources an 26 amount equal to the amount appropriated in subsection 1 less 27 any amount reverted to the general fund of the state pursuant 28 to section 8.33. 29 DIVISION VI 30 ENVIRONMENT FIRST FUND 31 GENERAL APPROPRIATIONS 32 Sec. 25. Notwithstanding section 8.33, moneys appropriated for 18 the fiscal year beginning July 1, 2022, in this division of 19 this Act to the department of agriculture and land stewardship 20 to provide financial assistance for the establishment of 21 permanent soil and water conservation practices that remain 22 unencumbered or unobligated at the close of the fiscal year 23 shall not revert but shall remain available for expenditure 24 for the purposes designated until the close of the fiscal year 25 beginning July 1, 2025. 26 2. Subsection 1 does not apply to moneys transferred 27 pursuant to this division of this Act to the loess hills 28 development and conservation fund created in section 161D.2 29 which shall not revert as provided in that section. 30 DIVISION VII 31 ENVIRONMENT FIRST FUND 32 SPECIAL APPROPRIATIONS 33 Sec. 29. The moneys appropriated in subsection 1 shall be 13 used to support projects in subwatersheds as designated by the 14 division that are part of high-priority watersheds identified 15 by the water resources coordinating council established 16 pursuant to section 466B.3 . 17 b. The moneys appropriated in subsection 1 shall be used to 18 support projects in watersheds generally, including regional 19 watersheds, as designated by the division and high-priority 20 watersheds identified by the water resources coordinating 21 council established pursuant to section 466B.3. 22 3. In supporting projects in subwatersheds and watersheds 23 as provided in subsection 2, all of the following apply: 24 a. The demonstration projects shall utilize water quality 25 practices as described in the Iowa nutrient reduction strategy 26 as defined in section 455B.171 . 27 b. The division shall implement demonstration projects as 28 provided in paragraph “a” by providing for participation by 29 persons who hold a legal interest in agricultural land used in 30 farming. To every extent practical, the division shall provide 31 for collaborative participation by such persons who hold a 32 legal interest in agricultural land located within the same 33 subwatershed. 34 c. The division shall implement a demonstration project on 35 -20- LSB 5010XG (5) 89 da/tm 20/ 25
S.F. _____ H.F. _____ a cost-share basis as determined by the division. However, 1 except for edge-of-field practices, the state’s share of the 2 amount shall not exceed 50 percent of the estimated cost of 3 establishing the practice as determined by the division or 4 50 percent of the actual cost of establishing the practice, 5 whichever is less. 6 d. The demonstration projects shall be used to educate other 7 persons about the feasibility and value of establishing similar 8 water quality practices. The division shall promote field day 9 events for purposes of allowing interested persons to establish 10 water quality practices on their agricultural land. 11 e. The division shall conduct water quality evaluations 12 within supported subwatersheds. Within a reasonable period 13 after accumulating information from such evaluations, the 14 division shall create an aggregated database of water quality 15 practices. Any information identifying a person holding a 16 legal interest in agricultural land or specific agricultural 17 land shall be a confidential record under section 22.7 . 18 4. The moneys appropriated in subsection 1 shall be used 19 to support education and outreach in a manner that encourages 20 persons who hold a legal interest in agricultural land used for 21 farming to implement water quality practices, including the 22 establishment of such practices in watersheds generally, and 23 not limited to subwatersheds or high-priority watersheds. 24 5. The moneys appropriated in subsection 1 may be used 25 to contract with persons to coordinate the implementation of 26 efforts provided in this section. 27 6. The moneys appropriated in subsection 1 may be used by 28 the department to support urban soil and water conservation 29 efforts, which may include but are not limited to management 30 practices related to bioretention, landscaping, the use of 31 permeable or pervious pavement, and soil quality restoration. 32 The moneys shall be allocated on a cost-share basis as provided 33 in chapter 161A. 34 7. Notwithstanding any other provision of law to the 35 -21- LSB 5010XG (5) 89 da/tm 21/ 25
S.F. _____ H.F. _____ contrary, the department may use moneys appropriated in 1 subsection 1 to carry out the provisions of this section on a 2 cost-share basis in combination with other moneys available to 3 the department from a state or federal source. 4 8. Not more than 10 percent of the moneys appropriated in 5 this section may be used to pay for the costs of administering 6 and implementing the water quality initiative by the 7 department’s division of soil conservation and water quality as 8 provided in section 466B.42 and this section. 9 DIVISION VIII 10 IOWA RESOURCES ENHANCEMENT AND PROTECTION FUND 11 Sec. 30. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. In 12 lieu of the standing appropriation in section 455A.18 , there is 13 appropriated from the environment first fund created in section 14 8.57A to the Iowa resources enhancement and protection fund 15 for the fiscal year beginning July 1, 2022, and ending June 16 30, 2023, the following amount, to be allocated as provided in 17 section 455A.19 : 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,000,000 19 Sec. 31. REAP —— OPEN SPACES ACCOUNT —— STATE PARK 20 MAINTENANCE AND REPAIR. Notwithstanding section 455A.19, 21 subsection 1, paragraph “a”, subparagraph (1), of the moneys 22 allocated to the open spaces account of the Iowa resources 23 enhancement and protection fund, up to $1,000,000 may be 24 used by the department of natural resources for state park 25 maintenance and repair for the fiscal year beginning July 1, 26 2022, and ending on June 30, 2023. 27 EXPLANATION 28 The inclusion of this explanation does not constitute agreement with 29 the explanation’s substance by the members of the general assembly. 30 GENERAL. This bill relates to agriculture and natural 31 resources by making appropriations for the fiscal year 32 2022-2023 to support related entities, including the department 33 of agriculture and land stewardship (DALS), the department of 34 natural resources (DNR), Iowa state university (ISU), and the 35 -22- LSB 5010XG (5) 89 da/tm 22/ 25
S.F. _____ H.F. _____ university of Iowa (UI). 1 The bill primarily appropriates moneys to DALS and DNR. 2 The appropriations are made to support those departments for 3 administration, regulation, and support of programs. The bill 4 requires the departments to submit quarterly reports to the 5 general assembly and department of management regarding the 6 expenditure of appropriated moneys. The bill also provides 7 moneys to support specific programs or projects administered 8 by those departments. The bill appropriates moneys from a 9 number of sources, including the general fund of the state 10 (general fund), the state fish and game protection fund, the 11 groundwater protection fund, and the environment first fund 12 (EFF). Appropriations are made from a number of sources to 13 support the water quality initiative (WQI). 14 DALS —— GENERAL FUND APPROPRIATIONS. The bill appropriates 15 moneys to DALS from the general fund in order to support its 16 administrative divisions, including consumer protection and 17 industry services, soil conservation, and food safety and 18 animal health. Moneys are transferred to ISU to support its 19 midwest grape and wine industry institute. 20 DALS —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 21 The bill appropriates moneys from several sources to support a 22 number of designated purposes, including moneys derived from 23 unclaimed winnings from horse and dog races, for administration 24 and enforcement of racing regulations; and moneys credited 25 to the renewable fuel infrastructure fund, for purposes of 26 regulating motor fuel. 27 DALS —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill 28 makes special appropriations from the general fund to DALS in 29 order to support specific purposes including milk inspection, 30 the local food and farm program, an agricultural education 31 organization, foreign animal disease preparedness, assistance 32 to farmers with disabilities, loess hills protections, southern 33 Iowa development and conservation, grain regulation, and a 34 value added agriculture grant program. 35 -23- LSB 5010XG (5) 89 da/tm 23/ 25

The 1 bill appropriates moneys from the general fund to DALS for 2 deposit in the water quality initiative fund, to support the 3 WQI including high-priority watershed projects. 4 DNR —— GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS. 5 The bill makes appropriations from a number of funds to DNR in 6 order to support its administrative divisions involving natural 7 resources and environmental protection from the general fund, 8 the state fish and game protection fund, and the groundwater 9 protection fund. 10 DNR —— MISCELLANEOUS FUNDS —— DESIGNATED APPROPRIATIONS. 11 The bill appropriates moneys to DNR from a number of sources 12 to support designated purposes, including moneys deposited in 13 the special snowmobile fund to provide for administering and 14 enforcing the state snowmobile programs; and moneys deposited 15 in the unassigned revenue fund for purposes of paying for 16 administration of DNR’s underground storage tanks section. 17 DNR —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes 18 special appropriations from the general fund to DNR in order 19 to support specific purposes including floodplain management, 20 dam safety and forestry health management programs, and state 21 parks. 22 ISU —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill 23 appropriates moneys from the general fund to ISU to support the 24 operation of its veterinary diagnostic laboratory and livestock 25 disease research. 26 UI —— SPECIAL GENERAL FUND APPROPRIATIONS. The bill makes 27 appropriations from the general fund to UI to support the 28 operations of Iowa’s center for agricultural safety and health 29 which is part of UI’s college of public health. 30 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 31 bill appropriates moneys from the EFF to support a number of 32 programs administered by DALS, DNR, and UI. For DALS, the 33 moneys are appropriated to support programs involving soil 34 conservation, watershed protection and nutrient management, 35 -24- LSB 5010XG (5) 89 da/tm 24/ 25

For 1 DNR, moneys are appropriated to support programs involving 2 state parks, geographic information systems, water quality 3 monitoring, public water supplies, regulation of animal feeding 4 operations, air quality, and floodplain management and dam 5 safety. For UI, moneys are appropriated to support the Iowa 6 geological survey. The bill includes provisions that delay the 7 reversion of these moneys. 8 EFF —— SPECIAL APPROPRIATIONS FOR WQI. The bill 9 appropriates moneys from the EFF to the water quality 10 initiative fund subject to the same conditions applicable to 11 moneys appropriated to the fund from the general fund. 12 IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND —— EFF 13 APPROPRIATION IN LIEU OF GENERAL FUND APPROPRIATION. An amount 14 of moneys is appropriated from the EFF to the REAP fund instead 15 of the $20 million otherwise required to be appropriated to 16 the fund from the general fund.
