S.F. _____ H.F. _____ grants account for the fiscal year beginning July 1, 2022, and 1 ending June 30, 2023, not more than $265,950 is allocated for 2 the early childhood Iowa office and other technical assistance 3 activities. Moneys allocated under this lettered paragraph 4 may be used by the early childhood Iowa state board for the 5 purpose of skills development and support for ongoing training 6 of staff. However, except as otherwise provided in this 7 subsection, moneys shall not be used for additional staff or 8 for the reimbursement of staff. 9 b. Of the amount appropriated in this subsection for 10 deposit in the school ready children grants account of the 11 early childhood Iowa fund, $2,318,018 shall be used for efforts 12 to improve the quality of early care, health, and education 13 programs. Moneys allocated pursuant to this lettered paragraph 14 may be used for additional staff and for the reimbursement 15 of staff. The early childhood Iowa state board may reserve 16 a portion of the allocation, not to exceed $88,650, for the 17 technical assistance expenses of the early childhood Iowa 18 state office, including the reimbursement of staff, and 19 shall distribute the remainder to early childhood Iowa areas 20 for local quality improvement efforts through a methodology 21 identified by the early childhood Iowa state board to make the 22 most productive use of the funding, which may include use of 23 the distribution formula, grants, or other means. 24 c. Of the amount appropriated in this subsection for 25 deposit in the school ready children grants account of 26 the early childhood Iowa fund, $825,030 shall be used for 27 support of professional development and training activities 28 for persons working in early care, health, and education by 29 the early childhood Iowa state board in collaboration with 30 the professional development component groups maintained by 31 the early childhood Iowa stakeholders alliance pursuant to 32 section 256I.12, subsection 7, paragraph “b”, and the early 33 childhood Iowa area boards. Expenditures shall be limited to 34 professional development and training activities agreed upon by 35 -5- LSB 5012XG (12) 89 jda/tm 5/ 25

For expansion of the federal Individuals with 4 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 18 used for implementation and expansion of early head start 19 pilot projects addressing the comprehensive cognitive, social, 20 emotional, and developmental needs of children from birth to 21 age three, including prenatal support for qualified families. 22 The projects shall promote healthy prenatal outcomes and 23 healthy family functioning, and strengthen the development of 24 infants and toddlers in low-income families. Priority shall be 25 given to those organizations that have previously qualified for 26 and received state funding to administer an early head start 27 project. 28 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 29 a. S.F. _____ H.F. _____ districts and accredited nonpublic schools the early warning 1 assessment system that allows teachers to screen and monitor 2 student literacy skills from prekindergarten through grade 3 six. The department may charge school districts and accredited 4 nonpublic schools a fee for the system not to exceed the actual 5 costs to purchase a statewide license for the early warning 6 assessment minus the moneys received by the department under 7 this subsection. The fee shall be determined by dividing the 8 actual remaining costs to purchase the statewide license for 9 the school year by the number of pupils assessed under the 10 system in the current fiscal year. School districts may use 11 moneys received pursuant to section 257.10, subsection 11, and 12 moneys received for purposes of implementing section 279.68, 13 subsection 2, to pay the early warning assessment system fee. 14 21. IOWA READING RESEARCH CENTER 15 a. For purposes of the Iowa reading research center in 16 order to implement, in collaboration with the area education 17 agencies, the provisions of section 256.9, subsection 49, 18 paragraph “c”: 19 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,550,176 20 b. PRESCRIPTION DRUG COSTS. S.F. _____ H.F. _____ collected from the counties during the fiscal year beginning 1 July 1, 2022, for expenses relating to prescription drug costs 2 for students attending the Iowa school for the deaf and the 3 Iowa braille and sight saving school. 4 DIVISION II 5 AREA EDUCATION AGENCY PAYMENTS —— APPROPRIATIONS FOR COLLEGE 6 STUDENT AID COMMISSION AND STUDENT ACHIEVEMENT AND TEACHER 7 QUALITY PROGRAM 8 Sec. 10. Section 257.35, Code 2022, is amended by adding the 9 following new subsection: 10 NEW SUBSECTION . 16A. Notwithstanding subsection 1, and in 11 addition to the reduction applicable pursuant to subsection 12 2, the state aid for area education agencies and the portion 13 of the combined district cost calculated for these agencies 14 for the fiscal year beginning July 1, 2022, and ending June 15 30, 2023, shall be reduced by the department of management by 16 fifteen million dollars. The reduction for each area education 17 agency shall be prorated based on the reduction that the agency 18 received in the fiscal year beginning July 1, 2003. 19 Sec. 11. Section 261.25, subsections 1 and 2, Code 2022, are 20 amended to read as follows: 21 1. There is appropriated from the general fund of the state 22 to the commission for each fiscal year the sum of forty-eight 23 million eight hundred ninety-six thousand fifty million one 24 hundred eighteen thousand four hundred fifty-one dollars for 25 tuition grants to qualified students who are enrolled in 26 accredited private institutions. 27 2. There is appropriated from the general fund of the state 28 to the commission for each fiscal year the sum of four hundred 29 fifty-six thousand two hundred twenty sixty-seven thousand six 30 hundred twenty-six dollars for tuition grants for qualified 31 students who are enrolled in eligible institutions. Of the 32 moneys appropriated under this subsection , not more than one 33 hundred thousand dollars annually shall be used for tuition 34 grants to qualified students who are attending an eligible 35 -18- LSB 5012XG (12) 89 jda/tm 18/ 25

Section 284.13, subsection 1, paragraphs a, b, c, 2 e, f, and g, Code 2022, are amended to read as follows: 3 a. For the fiscal year beginning July 1, 2021 2022 , and 4 ending June 30, 2022 2023 , to the department, the amount of 5 five hundred eight thousand two hundred fifty dollars for the 6 issuance of national board certification awards in accordance 7 with section 256.44 . Of the amount allocated under this 8 paragraph, not less than eighty-five thousand dollars shall 9 be used to administer the ambassador to education position in 10 accordance with section 256.45 . 11 b. For the fiscal year beginning July 1, 2021 2022 , and 12 ending June 30, 2022 2023 , up to seven hundred twenty-eight 13 thousand two hundred sixteen dollars to the department for 14 purposes of implementing the professional development program 15 requirements of section 284.6 , assistance in developing model 16 evidence for teacher quality committees established pursuant to 17 section 284.4, subsection 1 , paragraph “b” , and the evaluator 18 training program in section 284.10 . A portion of the funds 19 allocated to the department for purposes of this paragraph may 20 be used by the department for administrative purposes and for 21 not more than four full-time equivalent positions. 22 c. For the fiscal year beginning July 1, 2021 2022 , 23 and ending June 30, 2022 2023 , an amount up to one million 24 seventy-seven thousand eight hundred ten dollars to the 25 department for the establishment of teacher development 26 academies in accordance with section 284.6, subsection 10 . A 27 portion of the funds allocated to the department for purposes 28 of this paragraph may be used for administrative purposes. 29 e. For the fiscal year beginning July 1, 2021 2022 , and 30 ending June 30, 2022 2023 , to the department an amount up to 31 twenty-five thousand dollars for purposes of the fine arts 32 beginning teacher mentoring program established under section 33 256.34 . 34 f. In using moneys allocated for purposes 11 of this paragraph, the department shall give priority to school 12 districts with certified enrollments of fewer than six hundred 13 students. A portion of the moneys allocated annually to the 14 department for purposes of this paragraph may be used by the 15 department for administrative purposes and for not more than 16 five full-time equivalent positions. 17 g. S.F. _____ H.F. _____ The bill appropriates moneys to the department of education 1 for purposes of the department’s general administration, 2 career and technical education (CTE) administration, division 3 of vocational rehabilitation services including independent 4 living programs, the entrepreneurs with disabilities program, 5 and independent living centers, state library for general 6 administration and the enrich Iowa program, public broadcasting 7 division, career and technical education reimbursement for 8 expenditures made by CTE regional planning partnerships, school 9 food service, early childhood Iowa fund, expansion of the 10 federal Individuals with Disabilities Education Improvement 11 Act birth through age three services, early head start 12 projects, textbooks for nonpublic school pupils, the student 13 achievement and teacher quality program, statewide student 14 assessment, statewide clearinghouse to expand work-based 15 learning, postsecondary summer classes for high school 16 students program, jobs for America’s graduates specialists, 17 attendance center performance/general internet site and 18 data system support, the online state job posting system, 19 successful progression for early readers, an early warning 20 system for literacy, the Iowa reading research center, computer 21 science professional development incentive fund, children’s 22 mental health school-based training and support, for school 23 districts for students with intellectual and developmental 24 disabilities, adult education and literacy programs, 25 development of guidelines related to behavior in the classroom, 26 the therapeutic classroom incentive fund, therapeutic classroom 27 transportation claims reimbursement, distribution to the 28 midwestern higher education compact to pay Iowa’s member state 29 annual obligation, and community colleges. 30 For the 2022-2023 fiscal year, the bill reduces the standing 31 appropriations for at-risk children under Code section 279.51 32 and for payment of claims for nonpublic school transportation 33 under Code section 285.2. 34 The bill appropriates moneys to the state board of regents 35 -24- LSB 5012XG (12) 89 jda/tm 24/ 25
S.F. _____ H.F. _____ for the board office, universities’ general operating budgets; 1 the western Iowa regents resource center; Iowa public radio; 2 the state university of Iowa; Iowa state university of science 3 and technology; the university of northern Iowa; and for the 4 Iowa school for the deaf and the Iowa braille and sight saving 5 school. 6 DIVISION II —— AREA EDUCATION AGENCY PAYMENTS —— 7 APPROPRIATIONS FOR THE COLLEGE STUDENT AID COMMISSION AND 8 STUDENT ACHIEVEMENT AND TEACHER QUALITY PROGRAM. The bill 9 provides that, in addition to the reduction in Code section 10 257.35, subsection 2, the state aid for area education agencies 11 and the portion of the combined district cost calculated for 12 these agencies for the fiscal year beginning July 1, 2022, and 13 ending June 30, 2023, shall be reduced by $15 million. The 14 bill requires the reduction for each area education agency to 15 be prorated based on the reduction that the agency received in 16 the fiscal year beginning July 1, 2003. 17 The bill appropriates $50,118,451 for each fiscal year 18 from the general fund of the state to the college student aid 19 commission for tuition grants to qualified students who are 20 enrolled in accredited private institutions. The bill also 21 appropriates $67,626 for each fiscal year from the general fund 22 of the state to the commission for tuition grants for qualified 23 students who are enrolled in eligible institutions. 24 The bill adds an additional year to certain allocations for 25 the student achievement and teacher quality program. 26 DIVISION III —— WORKFORCE TRAINING PROGRAMS —— 27 APPROPRIATIONS FY 2022-2023.
