Section
1.
Section
321E.3,
subsection
1,
Code
2022,
is
1
amended
to
read
as
follows:

1.
a.
Permits
issued
under
this
chapter
shall
be
issued
3
by
the
authority
responsible
for
the
maintenance
of
the
system
4
of
highways
or
streets.
However,
the
department
may
issue
5
permits
on
primary
road
extensions
in
cities
in
conjunction
6
with
movements
on
the
rural
primary
road
system.

b.
The
department
may
issue
an
all-systems
permit
permits
8
under
section
321E.8
which
is
are
valid
for
movements
on
9
all
highways
or
streets
under
the
jurisdiction
of
either
10
the
state
,
except
the
interstate
road
system
if
prohibited
11
under
section
321E.8,
or
those
local
authorities
that
have
12
indicated
to
the
department
in
writing,
including
by
means
of
13
electronic
communication,
those
streets
or
highways
for
which
14
an
all-systems
permit
is
not
valid.

2.
Section
321E.8,
Code
2022,
is
amended
by
adding
the
16
following
new
subsection:

1A.
Vehicles
with
indivisible
loads
18
having
an
overall
width
not
to
exceed
the
width
authorized
19
under
section
321.454,
an
overall
length
not
to
exceed
the
20
length
authorized
under
section
321.457,
an
overall
height
not
21
to
exceed
the
height
authorized
under
section
321.456,
and
a
22
total
gross
weight
not
to
exceed
ninety
thousand
pounds,
except
23
for
vehicles
in
compliance
with
section
321.463,
subsection
24
6,
paragraph
“c”
,
subparagraph
(1),
may
operate
under
an
25
all-systems
permit
and
shall
obtain
route
approval
from
the
26
department.
Permitted
vehicles
under
this
subsection
shall
27
not
be
allowed
to
travel
on
any
portion
of
the
interstate
road
28
system.

dollars
for
an
annual

all-systems
permit
issued
pursuant
to
section
321E.8,

Seventy-five
percent
of
the
fee
shall
be
4
deposited
in
the
county
bridge
construction
fund
created
in
5
section
312.2,
subsection
12,
and
twenty-five
percent
of
the
6
fee
shall
be
deposited
in
the
road
use
tax
fund.

the

Under
current
law,
Code
section
321.463
limits
the
gross
11
weight
of
a
vehicle
based
on
the
highway
of
travel
and
the
12
number
of
axles
and
the
distance
between
the
axles
on
the
13
vehicle.
Generally,
vehicles
are
allowed
to
have
a
maximum
14
gross
weight
of
up
to
80,000
pounds
on
any
highway,
and
15
commercial
motor
vehicles
with
six
or
seven
axles
are
allowed
16
to
have
a
gross
weight
of
up
to
96,000
pounds
on
noninterstate
17
highways.
To
operate
in
excess
of
the
gross
weights
allowed
18
under
Code
section
321.463,
Code
chapter
321E
authorizes
19
single-trip,
multi-trip,
and
annual
permits
for
vehicles
of
20
excessive
size
and
weight.
Generally,
such
permits
may
be
21
issued
by
the
department
of
transportation
(DOT)
for
vehicles
22
traveling
on
primary
highways,
primary
road
extensions
in
23
cities
in
conjunction
with
movements
on
the
rural
primary
road
24
system,
and
secondary
roads
or
city
streets
at
the
request
of
a
25
local
authority.
A
local
authority
may
also
generally
issue
26
such
permits
for
streets
or
highways
under
its
jurisdiction.

The
DOT
may
issue
an
annual
all-systems
permit
authorizing
28
vehicles
of
excessive
size
and
weight,
not
to
exceed
80,000
29
pounds,
to
travel
on
state
highways
and
those
streets
or
30
highways
of
local
authorities
that
have
indicated
to
the
DOT
31
the
streets
or
highways
for
which
an
all-systems
permit
is
not
32
valid.
The
fee
for
an
annual
all-systems
permit
is
$160.
33
This
bill
authorizes
the
DOT
to
issue
an
annual
all-systems
34
permit
for
vehicles
not
exceeding
the
current
size
restrictions

under

not
exceeding
a
gross
weight

of
90,000
pounds.
Vehicles
permitted
under
the
bill
are
2
prohibited
from
traveling
on
any
portion
of
the
interstate
road

system.

The
fee
for
the
permit
is
$500.
Of
the
fee,
$375
must
be
5
deposited
into
the
county
bridge
construction
fund
and
$125
6
must
be
deposited
in
the
road
use
tax
fund.
